【2025. 5. 30】JICA横浜センター所長訪問および打合せを実施しました / Visit to Director General of JICA Yokohama Center
5月30日、神奈川県湯河原町 地域政策課の中村哲副課長が、JICA横浜センター大野裕枝所長を訪問し、JICA草の根技術協力事業「地域活性型」のスキームで実施中の当SMART & STRONGプロジェクトについて打合せを行いました。 2022年8月から開始した当事業は、3年間の実施期間を経て、フェーズ１としては本2025年7月に終了予定となっています。事業の状況報告や次回のマネジメント・評価委員会、フェーズ１終了に向けた確認等を行いました。 高齢化社会における地域に根差したケアの在り方を模索し共創していくために、日本とタイの草の根からのパートナーシップを深めていけるよう、引き続きよろしくお願い致します。 参加者 On May 30, Mr. Tetsu Nakamura (Deputy Director of Policy and Strategy Division, Yugawara Town) visited Director General of JICA Yokohama Center, Ms. Hiroe Ono. SMART & STRONG project is scheduled to be completed as Phase 1 in July 2025, after 3 years of implementation period. On the meeting, we shared this project's progress and plans for next management & evaluation committee meetings, while confirming the processes toward the end of Phase 1. 【2025. 5. 24】ブンイトー市訪問：神奈川県立こども医療センター 高増哲也医師 / Visit to Bueng Yitho Municipality by Medical Dr. Tetsuya Takamasu from Kanagawa Children's Medical Center
2025年5月24日、神奈川県立こども医療センターの高増哲也医師に、パトムタニ県ブンイトー市のデイケアセンターや医療・リハビリテーションンセンターを訪問いただきました。ランサン・ブンイトー市長をはじめとするスタッフの皆さんに迎えていただきました。 高増先生は特に栄養やアレルギーをご専門とされており、当プロジェクトとの今後の情報交換が期待されています。 On May 24th, Medical Dr. Tetsuya Takamasu from Kanagawa Children's Medical Center visited Day Care Center / Medical & Rehabilitation Center at Bueng Yitho Municipality, Pathum Thani Province. Mayor of Bueng Yitho Municipality and staff members welcomed. Dr. Takamasu has medical professionality, especially in Nutrition and Allergy. It is expected that this SMART & STRONG Project would thankfully have chances to further exchange information with Dr. Takamasu.
【2025. 5. 23】国連人間居住計画 / ASEAN「マルチステークホルダー能力強化プログラム」にて当プロジェクトが発表されました！/ SMART & STRONG Project Presented at UN-Habitat / ASEAN Training "Multi-Stakeholder Capacity Building Program"
2025年5月22日～23日にかけて、国連人間居住計画（UN-Habitat） / ASEANによる持続可能な都市化に関するプロジェクト（Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II）の一環として、都市計画・まちづくりの関係者を対象とする研修「都市リーダーのための都市計画研修およびマルチステークホルダー能力強化プログラム」が実施されました。 そのうち、「多様な関係者を巻き込む能力強化」に焦点を当てた23日のプログラムの一部「パートナシップとファンディング」において、当SMART＆STONGプロジェクトの運営手法が事例として選ばれ、発表を行いました。 まず、ランサン・ブンイトー市長から、「サステイナビリティを見据えたタイ国内外のネットワーキングによるプロジェクト」と題し、当事業の形成経緯や、タイ39か所に広がった自治体、中央政府や研究機関とのネットワーク、周辺国との連携体制拡大を見据えたビジョン、各自治体予算で発現した取組を他自治体とも学び合い、修正を加えながら更に発展させていく手法が紹介されました。 続くパネルディスカッションでは、UN-Habitat バンコク事務所による司会のもと、UNDPタイ事務所の開発経済専門家やUrban-Act 専門家と共に、当事業のコアメンバーであるタマサート大学社会福祉学部のナタパット助教授が登壇しました。多機関連携や財政的な持続性の担保について、当事業から発現した好事例を共有する機会をいただきました。 From May 22 to 23, 2025, a seminar titled "Urban Planning for City Leaders Training and Multi-Stakeholder Capacity Building Programs" was implemented as a part of the UN-Habitat & ASEAN-led project, Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II. 【2025. 5. 6】第23回世界災害救急医学会（東京開催）への参加報告 / Report of Participation in the 23rd Congress on Disaster and Emergency Medicine (WADEM 2025 in Tokyo)
2025年5月2日から6日にかけて、第23回世界災害救急医学会が東京で開催されました。医師・看護師・理学療法士や研究者等をはじめとする各国の専門家が集まり、発災時の緊急対応から事前の備え・復興に至る議論がなされました。 対象となるハザードも、自然災害や感染症から、人為的災害、紛争・戦争、テロ、CBRNまで多岐にわたり、医療現場での救命救急事例、被災地・紛争地での人道支援、公衆衛生からプラネタリーヘルスまで包摂するテーマの発表がされていました。 なかには、人口動態の変化（高齢化）や、高齢者をはじめとする災害時要配慮者の避難、コミュニティ防災に関する報告もありました。 当プロジェクトにおいても、2022年9月に台風がもたらしたタイでの洪水により、参加自治体の1つであるラヨン県タップマー市域の半分以上が被災しました。他方、コミュニティ内の繋がりを基に、平時から要配慮者の把握や避難計画の更新がなされており、発災対応としても、自治体が中心となって省庁や県を迅速に取りまとめた事などから、人的被害をゼロに抑えることができました。（以下の記事で詳しく報告しています。） 2025年3月28日には、地震が隣国ミャンマーに大きな被害と損失をもたらし、タイでも激しい揺れによる影響が出ました。将来の緊急時に備え、コミュニティにおける健康や暮らしの強靭な体制を築くためにも、普段から高齢者を含む誰もが地域で包摂され、ケアに関わる様々な職種や家族・近隣住民が、縦割りでなく効果的に連携できる「フェーズフリー」なまちづくりが大きな意味を持つと言えます。 今後、タイと日本に限らず、周辺国とも高齢者ケアに係る学び合いの輪を拡げていくにあたり、世界的にも自然災害の発生しやすい地理条件を鑑みながら、平時からのコミュニティケアの強靭化を共創していきたいと思います。 The 23rd Congress on Disaster and Emergency Medicine (WADEM: World Association for Disaster and Emergency Medicine) was held in Tokyo from 2-6 May 2025. Experts worldwide, including doctors, nurses, physiotherapists, researchers, and other professionals, gathered to discuss disaster medicine and resilient health systems, ranging from disaster preparedness to emergency response and reconstruction. The subject matter covered a wide range of hazards, from natural disasters and infectious diseases to human-made disasters, conflicts and wars, terrorism, and CBRN (chemical, biological, radiological and nuclear hazards), with presentations on topics encompassing emergency medical care, humanitarian assistance, public health, global health and planetary health.
