【2025. 5. 6】第23回世界災害救急医学会（東京開催）への参加報告 / Report of Participation in the 23rd Congress on Disaster and Emergency Medicine (WADEM 2025 in Tokyo)

2025年5月2日から6日にかけて、第23回世界災害救急医学会が東京で開催されました。医師・看護師・理学療法士や研究者等をはじめとする各国の専門家が集まり、発災時の緊急対応から事前の備え・復興まで、フェーズフリーな内容が議論されました。
対象となるハザードも、自然災害や感染症から、人為的災害、紛争・戦争、テロ、CBRNまで多岐にわたり、医療現場での救命救急事例、被災地・紛争地での人道支援、公衆衛生からプラネタリーヘルスまで包摂するテーマの発表がなされていました。
なかには、人口動態の変化（高齢化）や、高齢者をはじめとする災害時要配慮者の避難、防災計画への反映に関する報告もありました。
当プロジェクトにおいても、2022年9月に台風がもたらしたタイでの洪水により、参加自治体の1つであるラヨン県タップマー市域の半分以上が被災しました。他方、コミュニティ内の繋がりを基に、平時から要配慮者の把握や避難計画の更新がなされており、発災対応としても、自治体が中心となって省庁や県を迅速に取りまとめた事などから、人的被害をゼロに抑えることができました。（以下の記事で詳しく報告しています。）

2025年3月28日には、地震が隣国ミャンマーに大きな被害と損失をもたらし、タイでも激しい揺れによる影響が出ました。将来の緊急時に備え、コミュニティにおける健康や暮らしの強靭な体制を築くためにも、普段から高齢者を含む誰もが地域で包摂され、ケアに関わる様々な職種や家族・近隣住民が、縦割りでなく効果的に連携できるまちづくりが大きな意味を持つと言えます。
今後、タイと日本に限らず、周辺国とも高齢者ケアに係る学び合いの輪を拡げていくにあたり、世界的にも自然災害の発生しやすい地理条件を鑑みながら、平時からのコミュニティケアの強靭化を共創していきたいと思います。
The 23rd Congress on Disaster and Emergency Medicine (WADEM: World Association for Disaster and Emergency Medicine) was held in Tokyo from 2-6 May 2025. Experts worldwide, including doctors, nurses, physiotherapists, researchers, and other professionals, gathered to discuss phase-free disaster medicine and health systems, ranging from disaster preparedness to emergency response and reconstruction.
The subject matter covered a wide range of hazards, from natural disasters and infectious diseases to human-made disasters, conflicts and wars, terrorism, and CBRN (chemical, biological, radiological and nuclear hazards), with presentations on topics encompassing emergency medical care, humanitarian assistance, public health, global health and planetary health. Some of the presentations dealt with demographic changes (population ageing) and evacuation of vulnerable populations in need care during disasters, to be included in disaster risk reduction planning.
In Thap Ma Municipality at Rayong Province, one of the network municipalities in SMART & STRONG project, more than half of the municipal area was affected by a flood in September 2022. On the other hand, Thap Ma municipality was able to minimize human casualties to zero because the local government took the lead in quickly coordinating ministries and Rayong province. Based on the interview with city officials, this emergency response was achieved based on the existing connections within community members and the identification of people in need evacuation support, with continuous efforts updating evacuation plans in regular basis (Detailed report on the News below: As of March 6, 2023)

On 28 March 2025, an earthquake brought devastating damage in Myanmar, and Thailand was also affected by its severe shock. In order to develop resilient health systems in preparation for future emergencies, it is significant to create inclusive communities for everyone including people with special needs, and various care professionals, families, and neighborhoods can collaborate effectively from ordinary times.
As we expand this project's mutual learning network on elderly care, not only between Thailand and Japan but also with neighboring countries, it is important to consider the geographical conditions exposed to higher risks of natural hazards, and co-create resilient community care practices from peacetime. It ultimately leads community-based disaster risk reduction and preparedness for future shocks.
