Phase 2 Opening & MOU Signing Ceremony

On April 23, the opening ceremony and MOU signing ceremony for Phase 2 of the SMART & STRONG Project were held at Bueng Yitho Municipality, Pathum Thani Province.

Approximately 1,000 participants attended the event, including representatives from 39 municipalities across Thailand, central government agencies such as the Ministry of Public Health, the Ministry of Social Development and Human Security, and the Ministry of Interior, as well as International Organizations like World Health Organizations, universities, representatives of older persons, community members, and volunteers.

From Japan, Mr. Shunsuke Sakudo, Chief Representative of the JICA Thailand Office, Mr. Yosuke Kobayashi, First Secretary of the Embassy of Japan in Thailand, and Mr. Yoshifumi Naito, Mayor of Yugawara Town, attended the ceremony.

Opening Remarks

• In the opening remarks, Mr. Sakudo highlighted the project’s unique significance in strengthening inter-municipal networks through equal and mutual learning, emphasizing the importance of working together to address the challenges of an aging society.
• Mr. Kobayashi expressed his expectations that the project would further deepen the friendship between Japan and Thailand as the two countries approach the 140th anniversary of diplomatic relations in 2027.
• Mr. Naito introduced Yugawara Town’s newly launched volunteer initiatives for elderly welfare, inspired by Thailand’s paid volunteer system, in which “residents support fellow residents,” particularly through activities led by the silver generation. He also stated his hope that Yugawara Town would continue learning together with Thai municipalities in the future.
• Mr. Rungsan Nuntakawong, Mayor of Bueng Yitho Municipality, emphasized the importance of openly sharing experiences, including challenges, failures, and lessons learned, in order to collectively confront the realities of an aging society and expand successful practices and knowledge throughout the country.
• Assistant Professor Natthapat Sarobol of Thammasat University also delivered remarks encouraging participating municipalities, while explaining the background, development process, and future vision of the project.

Keynote Session

• During the keynote session, Mr. Reisuke Iwana of Mitsubishi UFJ Research and Consulting, who has long been involved in Japan’s social security policy and has also contributed to development cooperation projects related to aging society issues in Thailand, spoke about Japan’s experience with population aging and long-term care policy, the challenges Japan currently faces, and the importance for Japan itself of learning from Thai society and incorporating new insights into future policy development.
• In addition, Professor Woothisarn Tanchai, Secretary-General of the King Prajadhipok's Institute (KPI), delivered a lecture on “The Future of Local Government Organizations in Providing Elderly Welfare Services” based on academic expertise in public policy.

MOU Signing Ceremony

The MOU signing ceremony first brought together JICA, Yugawara Town, Bueng Yitho Municipality, Nogezaka Glocal, Thammasat University, and the Embassy of Japan in Thailand. Following this, Bueng Yitho Municipality and 38 other municipalities across Thailand signed the agreement.

Community Engagement

The event also saw strong participation from citizens of all generations. Many local residents attended the opening remarks and keynote lectures, while community members from Bueng Yitho Municipality, including elderly residents, actively supported event operations, such as assisting during the MOU signing ceremony.

In the latter half of the program, the venue became lively with aerobic dance and musical performances.

The event space also featured exhibitions by Bueng Yitho’s key healthcare and health promotion centers, handmade products created by elderly residents, and displays of products and equipment for older generations presented by private companies, creating a vibrant venue that involved both citizens and private-sector partners.

Site Visits on Elderly Care Initiatives

On April 24, site visits were conducted together with executives and staff members from participating municipalities across Thailand. The visits focused on key facilities in Bueng Yitho Municipality, including the Medical and Rehabilitation Center, Day Care Center, and Elderly Activity Center.

フェーズ2開始式典・MOU締結式を開催！

4月23日、パトムタニ県ブンイトー市において、SMART & STRONGプロジェクト第2フェーズの開始式典およびMOU（協力協定）締結式が開催されました。

式典には、タイ国内39自治体をはじめ、保健省、社会開発人間安全保障省、内務省などの中央省庁、WHOをはじめとする国際機関、大学、高齢者代表、住民代表、ボランティアなど、約1,000人が参加しました。日本からは、JICAタイ事務所長 作道俊介氏、在タイ日本国大使館 一等書記官 小林洋介氏、湯河原町長 内藤喜文氏らにご出席いただきました。

開会挨拶

• 開会挨拶において、作道JICAタイ事務所長は、対等な学び合いを通じて、各地域の実情に沿った形で高齢社会の課題へ共に向き合っていく本事業の独自性と意義について述べました。
• 小林一等書記官は、2027年に日タイ修好140周年を迎える節目に向け、本事業が今後さらに両国の友好関係を深めていくことへの期待を表明しました。
• 内藤湯河原町長は、タイの有償ボランティア制度を参考に、「住民が住民を支える」シルバー世代主体の高齢者福祉ボランティア事業を湯河原町で開始したことを紹介し、今後もタイ自治体と学び合いを続けていきたい旨を述べました。
• また、ブンイトー市のランサン市長は、課題や失敗、教訓も含めて共有しながら高齢社会に向き合うことの重要性を強調し、それぞれの取組や知見を共有することで、各地域の発展と全国への波及につながると述べました。
• さらに、タマサート大学 ナタパット助教授からは、本事業の背景や形成過程、今後の展望について説明がなされるとともに、参加自治体を鼓舞するメッセージが送られました。

基調講演

基調講演では、日本の社会保障政策に長年携わり、タイにおける高齢社会対応分野の協力事業にも関わってきた三菱UFJリサーチ＆コンサルティング株式会社の岩名礼介氏が登壇しました。講演では、日本の高齢化と介護政策の歩み、日本が現在抱える課題について紹介するとともに、日本にとってもタイ社会から学び、新たな知見を今後の政策へ活かしていく重要性について語られました。

また、キング・プラジャディポック研究所（KPI）事務総長 ウティサーン・タンチャイ教授より、「高齢者福祉提供における地方自治組織の未来」をテーマに、公共政策の観点から講演が行われました。

MOU締結式

MOU締結式では、まずJICA、湯河原町、ブンイトー市、野毛坂グローカル、タマサート大学、在タイ日本国大使館が協定へ署名しました。続いて、ブンイトー市とタイ国内の38自治体がMOUを締結しました。

地域住民の参画

会場には、多世代の市民が数多く参加しました。地域住民らは開会挨拶や基調講演に熱心に耳を傾けたほか、高齢者を含むブンイトー市民が、MOU締結時の書類受け渡しなど、運営面でも積極的に関わりました。

プログラム後半には、エアロビクスダンスや音楽演奏が披露され、会場は大いに盛り上がりました。

また、ブンイトー市の医療・健康づくり拠点による展示、高齢者によるハンドメイド作品の販売、民間企業による高齢世代向け製品・機器の展示なども行われ、市民や民間事業者を巻き込んだ活気ある会場となりました。

高齢者ケア施策に関する現場視察

4月24日には、タイ各自治体の幹部・職員らとともに、ブンイトー市内の医療・リハビリテーションセンター、デイケアセンター、高齢者活動センターなどの視察が行われました。
