【2026. 5. 29】Yugawara Town Receives Minister for Internal Affairs and Communications' Award for Local Government International Exchange / 湯河原町が「第20回自治体国際交流表彰（総務大臣賞）」を受賞 ― 高齢社会に向けた日タイ連携が高く評価

Yugawara Town received the Minister for Internal Affairs and Communications' Award, the highest distinction in Japan’s Local Government International Exchange Awards. On May 29, 2026, an official ceremony held at the Ministry of Internal Affairs and Communications in Tokyo.

The award recognizes outstanding international exchange initiatives between Japanese local governments and overseas partners that demonstrate innovation, sustainability, and tangible benefits for local communities. Alongside Yugawara, the cities of Rikuzentakata and Chigasaki were also honored this year.

Yugawara was particularly recognized for building an extensive network of partnerships with municipalities, government agencies, universities, and civil society organizations across Thailand. Rather than relying solely on conventional sister-city relationships, the town has developed a distinctive “one-to-many” collaboration model that connects multiple stakeholders through shared social goals.

A key strength of the initiative lies in its multi-layered partnership structure, which actively involves local governments, healthcare professionals, long-term care providers, volunteers, academic institutions, and community organizations. This broad participation has enabled the creation of sustainable and highly active cooperation mechanisms between Japan and Thailand.

The award committee also highlighted the project’s practical contribution to addressing population aging, a major challenge faced by both countries. Through collaboration in elderly care, community-based health promotion, preventive care, workforce development, and active aging initiatives, the partnership has generated tangible improvements in the quality of life of local residents.

Particular attention was given to the project’s long-term sustainability. The involvement of Thai local governments as active financial and operational partners demonstrates a shift beyond traditional aid-based cooperation toward a model of mutual ownership and shared responsibility.

Increasingly referred to as the “Yugawara Model,” this approach is attracting attention as a pioneering framework for local-level international cooperation in aging societies. The model is expected to expand further within Japan and internationally as a practical example of sustainable, community-centered global partnership.

This SMART & STRONG Project represents a collaborative effort to address shared demographic challenges and build healthier, more resilient communities across borders.

本表彰は、日本と海外の自治体との国際交流の中で、地域社会に具体的な成果をもたらし、創意工夫に富んだ優れた取組を顕彰するものです。今年度は湯河原町のほか、陸前高田市および茅ヶ崎市が受賞しました。

今回、湯河原町はタイ国内の自治体、政府機関、大学、市民団体などと幅広いネットワークを構築し、一対一の姉妹都市交流にとどまらない「一対複数型」の国際連携を展開している点が高く評価されました。また、行政機関だけでなく、介護事業者、医療関係者、ボランティア、市民グループなど多様な主体が参画する重層的な協力体制も評価の対象となりました。

特に注目されたのは、日本とタイが共通して直面する高齢化という社会課題に対し、地域レベルで実践的な協力を積み重ねてきた点です。高齢者ケア、人材育成、地域包括ケア、介護予防、健康増進など幅広い分野で交流を進めることで、両国の住民の生活の質向上に貢献してきました。

さらに、タイ側自治体による主体的な財政負担や運営参画を伴う持続可能な協力モデルを構築していることも高く評価されました。こうした取組は「湯河原モデル」として注目されており、今後は援助資金に依存しない国際協力の新たな形として、日本国内および海外自治体への展開が期待されています。

本プロジェクトは、高齢社会という共通課題の解決を通じて地域住民の幸福と持続可能なまちづくりを実現する実践的な国際協力モデルとして、さらなる発展を目指してまいります。
