WCAFCC Participants Explore Innovative Housing with Support in San Sebastián / WCAFCC参加者がサン・セバスティアンの居住支援モデルを視察

― Learning that Ageing in Place is Built Through Continuous Co-creation 「完成形」ではなく、試行錯誤を重ねながら共に創るAgeing in Placeを学ぶ ―

On 19 June 2026, following the World Conference on Age-Friendly Cities and Communities (WCAFCC), participants of the conference joined an excursion to San Sebastián, Spain, to visit Lugares, an innovative housing initiative developed by Matía Fundación.

The excursion provided participants with an opportunity to explore how housing design, community building, and professional support can work together to enable older adults to age in place. Participants also exchanged views directly with residents and project staff, gaining valuable insights into everyday life within the community.

Matía Fundación has transformed its approach from traditional residential care towards a community-based housing model that enables people to continue living independently in familiar surroundings. Beyond accessible housing, the project places strong emphasis on personalised support, with professionals acting as coordinators who connect residents with health, social care, and community resources according to each person's goals and aspirations.

Residents themselves play a central role in creating community life by organising activities such as yoga classes, reading groups, and fitness programmes. Rather than leading these activities, professionals serve as facilitators who help residents connect with one another and strengthen the community.

During discussions, residents shared their experiences of reduced loneliness, increased peace of mind, and the ability to continue living according to their own values. These conversations demonstrated that Ageing in Place is not only about remaining at home but also about maintaining meaningful relationships and a sense of belonging.

One of the most inspiring aspects of the visit was that the project is not presented as a completed model. Instead, it continues to evolve through continuous dialogue, experimentation, and learning alongside residents. Project staff explained that they regularly review their approaches, refine what does not work, and adapt the model based on residents' experiences and changing needs.

The lessons gained from this excursion will contribute to the ongoing development of the SMART & STRONG Project across its network of 39 partner municipalities in Thailand. Rather than replicating overseas models, the project will continue co-creating locally appropriate approaches that support Ageing in Place and healthy, inclusive communities.

2026年6月19日、第3回「高齢者にやさしいまちづくり」世界会議（World Conference on Age-Friendly Cities and Communities）」の翌日、会議参加者らは、開催地であるスペイン（サン・セバスティアン）において、Matía Fundaciónが推進する先進的な居住支援プロジェクト「Lugares」を視察しました。

本エクスカーションでは、「Ageing in Place（住み慣れた地域で暮らし続けること）」を実現するための住宅づくりや地域コミュニティ形成、専門職による伴走支援について学ぶとともに、実際に暮らす住民や運営スタッフとの意見交換を行いました。

Matía Fundaciónでは、従来の施設中心の高齢者ケアから、地域での暮らしを支える居住支援モデルへと大きく転換しています。住宅のバリアフリー化だけではなく、専門職が住民一人ひとりの価値観や人生の目標に寄り添いながら、地域の医療・介護・福祉サービスをつなぐコーディネーターとして伴走することが特徴です。

また、住民が主体となってヨガや読書会、ジムなどの活動を企画・運営し、専門職はそれらを支える「コネクター」としての役割を担っています。コミュニティの運営についても、住民同士が定期的に話し合いを重ねながら改善を続けており、住まいそのものが人と人とのつながりを育む場となっていました。

視察では、住民から「孤独を感じることが少なくなった」「必要なときに助け合える安心感がある」「自分らしい暮らしを続けられている」といった率直な声が共有され、参加者はAgeing in Placeの価値を現場で実感しました。

特に印象的だったのは、このプロジェクトが「完成されたモデル」として運営されているのではなく、住民や専門職が対話を重ねながら、試行錯誤を繰り返して現在も発展を続けている点です。運営チームからは、「うまくいかないことがあれば柔軟に見直し、住民とともに新しいモデルをつくり続けている」という考え方が紹介されました。

今回得られた知見をもとに、タイの39自治体と共に推進する本事業においても、住民主体の地域づくりやAgeing in Placeの実践に活かしていきます。国や地域によって制度や文化は異なりますが、「地域とともに学び、地域とともに創る」という姿勢を大切にしながら、持続可能な高齢社会の実現を目指してまいります。
