【2026. 7. 1】JICA Senior Vice President Mr. Hiroyuki Kobayashi Visits Bueng Yitho to Strengthen Collaboration for Sustainable and Age-Friendly Communities/ JICA小林広幸理事らがブンイトー市を訪問 ― 持続可能で高齢者にやさしいまちづくりに向けた連携を強化

On July 1, 2026, Bueng Yitho Municipality welcomed a high-level delegation from the Japan International Cooperation Agency (JICA), led by Mr. Hiroyuki Kobayashi, Senior Vice President of JICA, together with Mr. Shunsuke Sakudo, Chief Representative of the JICA Thailand Office, to review the progress of the SMART & STRONG Project and discuss future collaboration for sustainable community development and healthy ageing.

The delegation was welcomed by Mayor Rungsan Nantakawong at the Bueng Yitho Medical and Rehabilitation Center. The visit was also attended by distinguished academic and medical experts, including Dr. Sirinthorn Chansirikarnjana from the Faculty of Medicine Ramathibodi Hospital, Mahidol University, and Assistant Professor Natthapat Sarobol from the Faculty of Social Administration, Thammasat University.

During the meeting, Bueng Yitho Municipality presented a comprehensive overview of its community development initiatives and the achievements of the SMART & STRONG Project. Discussions highlighted how local leadership, community participation, academic collaboration, and international cooperation have been integrated to strengthen local governance, community-based healthcare, integrated long-term care, and age-friendly urban development.

The delegation also toured several key facilities, including the Municipal Hospital, Municipal Rehabilitation Center, Health Check-up Center, Hemodialysis Center, and Day Care Center, where they observed innovative services supporting older persons and people with long-term care needs.

The visit provided an opportunity to exchange views on Locally Led Development (LLD), an approach that has gained increasing international attention as a framework for sustainable and community-driven development. The SMART & STRONG Project's experience demonstrates how locally developed innovations can be shared through networks, inspire other municipalities, and contribute to broader policy development. Through our project networks, municipalities continue to illustrate the potential of locally led initiatives to generate sustainable social impact while addressing the challenges of population ageing.

The visit reaffirmed the long-standing partnership between JICA, Bueng Yitho and other municipalities in this project network, universities, and healthcare institutions. Moving forward, the partners will continue working together to promote sustainable, inclusive, and resilient communities where older adults can live healthy, active, and dignified lives while sharing successful local practices nationally and internationally.

2026年7月1日、ブンイトー市は、国際協力機構（JICA）小林広幸理事、JICAタイ事務所 作道俊介所長をはじめとする代表団を迎え、SMART & STRONGプロジェクトの成果を共有するとともに、持続可能な地域づくりと高齢社会への対応に向けた今後の連携について意見交換を行いました。

会合はブンイトー市医療・リハビリテーションセンターで開催され、ランサン・ナンタカウォン市長が代表団を歓迎しました。また、マヒドン大学医学部ラマティボディ病院 シリントーン医師、タマサート大学社会福祉学部 ナタパット助教授をはじめとする大学・医療機関の専門家も参加し、地域包括ケアや健康長寿の実現に向けた知見を共有しました。

会議では、ブンイトー市の地域づくりの取組とSMART & STRONGプロジェクトの活動について包括的な説明を行い、地域住民、自治体、大学、医療機関、そして国際協力機関が連携することで、地域包括ケア、高齢者にやさしいまちづくり、地域ガバナンスの強化をどのように推進してきたかを紹介しました。

その後、一行は市民病院、市立リハビリテーションセンター、健康診断センター、腎透析センター、デイケアセンターなどを視察し、高齢者や要介護者を支える包括的な保健医療・福祉サービスの取組について理解を深めました。

今回の訪問では、近年国際的にも注目されているLLD（Locally Led Development：地域主導型開発）についても意見交換が行われました。SMART & STRONGプロジェクトは、地域が主体となって創出した取組をネットワークを通じて他地域へ展開し、その成果を政策形成へとつなげる実践を進めています。地域の主体性を基盤としながら、高齢社会への対応と持続可能な地域社会の実現を目指す先進的なモデルとして発展を続けています。

今回の訪問を通じて、JICA、ブンイトー市およびプロジェクト参画自治体、大学、医療機関との長年にわたる強固なパートナーシップが改めて確認されました。今後もそれぞれの知見と経験を結集し、高齢者が健康で尊厳を持って暮らし続けられる持続可能で包摂的な地域社会の実現に向けて連携をさらに深化させるとともに、地域発の優れた実践を国内外へ発信していきます。
