【2026. 7. 2】JICA Thailand Office Visits Thap Ma Municipality to Advance Community-Based Elderly Care / JICAタイ事務所がタップマー市を訪問―地域包括ケアの推進と今後の連携強化に向けて

On 2 July 2026, a six-member delegation from the Japan International Cooperation Agency (JICA) Thailand Office, led by Ms. Akari Ichigi, visited Thap Ma Subdistrict Municipality, Rayong Province, to exchange views on strengthening community-based elderly care and exploring future opportunities for collaboration.
The delegation visited the Thap Ma Community Day Care and Rehabilitation Center for Older Persons, where they observed the municipality's integrated elderly care system and participated in the 35th Dementia Café, held under the project "Building Networks and Relationships for Families and Older Persons Living with Dementia." The program provides a welcoming space where older persons living with dementia, their families, caregivers, and community members can connect, learn, and support one another.
During the visit, Thap Ma Municipality introduced its community-based elderly care model, which is built upon four strategic pillars:
- Active Ageing
- Community-Based Care
- Public–Private Partnership
- Smart & Specialized Care
The delegation also toured the Silver Happiness Market, where community enterprises and older residents work together to promote active ageing, lifelong participation, and local economic vitality.
In the afternoon, JICA representatives accompanied municipal officials on home visits to older persons and persons with disabilities, gaining first-hand insight into Thap Ma's home-based care services and community support system. Discussions were also held regarding the potential deployment of JICA Volunteers in the fields of social welfare and community development to further strengthen local capacity.
As one of Thailand's leading local government models for community-based elderly care, Thap Ma Municipality continues to demonstrate how strong local leadership, community participation, public–private partnerships, and international cooperation can work together to build sustainable, age-friendly communities.
2026年7月2日、JICA（国際協力機構）タイ事務所の一木 星所員をはじめとする計6名が、ラヨン県タップマー市を訪問し、地域包括ケアのさらなる推進と今後の協力の方向性について意見交換を行いました。
代表団は、タップマー市地域高齢者デイケア・リハビリテーションセンターを訪問し、高齢者支援の取組を視察するとともに、「認知症のある高齢者と家族のネットワークづくりプロジェクト」の一環として開催された第35回認知症カフェに参加しました。認知症カフェでは、認知症のある高齢者とその家族、介護者、地域住民が交流し、互いに支え合う地域づくりの実践が紹介されました。
また、高齢者の社会参加や地域経済の活性化を目的としたSilver Happiness Marketも視察し、地域企業や住民が連携して進める健康づくりや地域活動について理解を深めました。
午後には、市職員とともに高齢者および障害者宅への訪問活動に同行し、地域に根ざした在宅ケアの実践を視察するとともに、JICA海外協力隊を社会福祉・地域開発分野へ派遣する可能性についても意見交換が行われました。
タップマー市は、地域住民、行政、民間企業、そして国際機関が連携しながら、持続可能な地域包括ケアモデルを構築するタイを代表する先進自治体の一つです。今回の訪問は、国際的な知見の共有と相互学習を通じて、高齢者が住み慣れた地域で安心して暮らし続けられる地域社会の実現に向けた協力関係をさらに深める貴重な機会となりました。
