5月30日、神奈川県湯河原町 地域政策課の中村哲副課長が、JICA横浜センター大野裕枝所長を訪問し、JICA草の根技術協力事業「地域活性型」のスキームで実施中の当SMART & STRONGプロジェクトについて打合せを行いました。 2022年8月から開始した当事業は、3年間の実施期間を経て、フェーズ１としては本2025年7月に終了予定となっています。事業の状況報告や次回のマネジメント・評価委員会、フェーズ１終了に向けた確認等を行いました。 高齢化社会における地域に根差したケアの在り方を模索し共創していくために、日本とタイの草の根からのパートナーシップを深めていけるよう、引き続きよろしくお願い致します。 参加者 On May 30, Mr. Tetsu Nakamura (Deputy Director of Policy and Strategy Division, Yugawara Town) visited Director General of JICA Yokohama Center, Ms. Hiroe Ono. 【2025. 5. 24】ブンイトー市訪問：神奈川県立こども医療センター 高増哲也医師 / Visit to Bueng Yitho Municipality by Medical Dr. Tetsuya Takamasu from Kanagawa Children's Medical Center
2025年5月24日、神奈川県立こども医療センターの高増哲也医師に、パトムタニ県ブンイトー市のデイケアセンターや医療・リハビリテーションンセンターを訪問いただきました。ランサン・ブンイトー市長をはじめとするスタッフの皆さんに迎えていただきました。 高増先生は特に栄養やアレルギーをご専門とされており、当プロジェクトとの今後の情報交換が期待されています。 On May 24th, Medical Dr. Tetsuya Takamasu from Kanagawa Children's Medical Center visited Day Care Center / Medical & Rehabilitation Center at Bueng Yitho Municipality, Pathum Thani Province. Mayor of Bueng Yitho Municipality and staff members welcomed. Dr. Takamasu has medical professionality, especially in Nutrition and Allergy. It is expected that this SMART & STRONG Project would thankfully have chances to further exchange information with Dr. Takamasu.
【2025. 5. 23】国連人間居住計画 / ASEAN「マルチステークホルダー能力強化プログラム」にて当プロジェクトが発表されました！/ SMART & STRONG Project Presented at UN-Habitat / ASEAN Training "Multi-Stakeholder Capacity Building Program"
2025年5月22日～23日にかけて、国連人間居住計画（UN-Habitat） / ASEANによる持続可能な都市化に関するプロジェクト（Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II）の一環として、都市計画・まちづくりの関係者を対象とする研修「都市リーダーのための都市計画研修およびマルチステークホルダー能力強化プログラム」が実施されました。 そのうち、「多様な関係者を巻き込む能力強化」に焦点を当てた23日のプログラムの一部「パートナシップとファンディング」において、当SMART＆STONGプロジェクトの運営手法が事例として選ばれ、発表を行いました。 まず、ランサン・ブンイトー市長から、「サステイナビリティを見据えたタイ国内外のネットワーキングによるプロジェクト」と題し、当事業の形成経緯や、タイ39か所に広がった自治体、中央政府や研究機関とのネットワーク、周辺国との連携体制拡大を見据えたビジョン、各自治体予算で発現した取組を他自治体とも学び合い、修正を加えながら更に発展させていく手法が紹介されました。 続くパネルディスカッションでは、UN-Habitat バンコク事務所による司会のもと、UNDPタイ事務所の開発経済専門家やUrban-Act 専門家と共に、当事業のコアメンバーであるタマサート大学社会福祉学部のナタパット助教授が登壇しました。多機関連携や財政的な持続性の担保について、当事業から発現した好事例を共有する機会をいただきました。 From May 22 to 23, 2025, a seminar titled "Urban Planning for City Leaders Training and Multi-Stakeholder Capacity Building Programs" was implemented as a part of the UN-Habitat & ASEAN-led project, Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II. 【2025. 5. 6】第23回世界災害救急医学会（東京開催）への参加報告 / Report of Participation in the 23rd Congress on Disaster and Emergency Medicine (WADEM 2025 in Tokyo)
2025年5月2日から6日にかけて、第23回世界災害救急医学会が東京で開催されました。医師・看護師・理学療法士や研究者等をはじめとする各国の専門家が集まり、発災時の緊急対応から事前の備え・復興に至る議論がなされました。 対象となるハザードも、自然災害や感染症から、人為的災害、紛争・戦争、テロ、CBRNまで多岐にわたり、医療現場での救命救急事例、被災地・紛争地での人道支援、公衆衛生からプラネタリーヘルスまで包摂するテーマの発表がされていました。 なかには、人口動態の変化（高齢化）や、高齢者をはじめとする災害時要配慮者の避難、コミュニティ防災に関する報告もありました。 当プロジェクトにおいても、2022年9月に台風がもたらしたタイでの洪水により、参加自治体の1つであるラヨン県タップマー市域の半分以上が被災しました。他方、コミュニティ内の繋がりを基に、平時から要配慮者の把握や避難計画の更新がなされており、発災対応としても、自治体が中心となって省庁や県を迅速に取りまとめた事などから、人的被害をゼロに抑えることができました。（以下の記事で詳しく報告しています。） 2025年3月28日には、地震が隣国ミャンマーに大きな被害と損失をもたらし、タイでも激しい揺れによる影響が出ました。将来の緊急時に備え、コミュニティにおける健康や暮らしの強靭な体制を築くためにも、普段から高齢者を含む誰もが地域で包摂され、ケアに関わる様々な職種や家族・近隣住民が、縦割りでなく効果的に連携できる「フェーズフリー」なまちづくりが大きな意味を持つと言えます。 今後、タイと日本に限らず、周辺国とも高齢者ケアに係る学び合いの輪を拡げていくにあたり、世界的にも自然災害の発生しやすい地理条件を鑑みながら、平時からのコミュニティケアの強靭化を共創していきたいと思います。 The 23rd Congress on Disaster and Emergency Medicine (WADEM: World Association for Disaster and Emergency Medicine) was held in Tokyo from 2-6 May 2025. Experts worldwide, including doctors, nurses, physiotherapists, researchers, and other professionals, gathered to discuss disaster medicine and resilient health systems, ranging from disaster preparedness to emergency response and reconstruction. 4月29日、タイ政府の研究・意思決定機関として保健医療福祉の政策やイノベーションを担う、タイ生命科学研究所（TCELS）および医療保障機構（NHSO）の理事長・幹部へ、当SMART & STRONG プロジェクトの概要や日タイ連携、マネジメント手法の革新性についてご紹介し、意見交換をさせていただきました。（於：JICA市ヶ谷 大会議室） The SMART & STRONG Project gained an opportunity to present our innovative approaches to population ageing and community-based integrated care through the Japan-Thailand network, to the delegates of executives from Thailand Center of Excellence for Life Science (TCELS) and National Health Security Office (NHSO) on 29 April (at JICA Global Plaza). 3月24日、SMART＆STRONGプロジェクトの第５回マネジメント会議をオンラインで実施しました。タイ全土の自治体から100名以上が参加しました。 ランサン・ブンイトー市長および内藤喜文湯河原町長からの挨拶の後、ワンナラック・タマサート大学准教授からプロジェクトの背景を説明いただきました。続いて、ティティナン・ブンイトー市医師から過去半年の活動報告、中村哲・湯河原町地域政策課副課長から今後半年間の活動計画を共有し、全体での意見交換を行いました。 JICA草の根技術協力事業としては、2022年8月に開始し3年間の期間満了として、2025年７月末にフェーズ１が一旦終了します。タイ側からは、独自に取組を実施し発展させていく旨の説明があり、湯河原町や野毛坂グローカルをはじめとする協力団体からも、引き続き協力を行う旨の話がありました。 On March 24, the 5th Management Committee of the SMART & STRONG project was held online. 【2025. 3. 22】ブンイトー市での認知症カフェ：高齢者センターで実施！/ Dementia Cafe at Bueng Yitho Municipality implemented at the Community Center
日本の事例を参考にタイではじまった認知症カフェは、各地で様々な試行をしながら広がりをみせています。今回は、3月22日にブンイトー市のピヤワラ高齢者センターで実施されました。 この高齢者センター自体が、タイでは「ブンイトーモデル」として有名です。ニュータウンを開発したデベロッパーが住民向けのコミュニティセンター（集会室、広場、プールなど）を作る事は、タイでしばしば見受けられますが、利用率が低迷し、住民の管理費負担が重荷になる事例が多くあります。 ここでは、そのコミュニティセンターを無料で市が借り受け、さらに運営を住民グループに「委託費ゼロ」で委託。市は最低限の運営費で高齢者活動センターを設立し、ニュータウンの住民は管理費負担の軽減ができるモデルとなっています。 安価にセンターを設立・運営できているため、２５平方キロの市域に対して４か所設立し、すべての住民にとって「家の近く」にセンターがある環境となり、それが更なる利用率の向上につながっています。 *プールや広場は地域の幼稚園や小学校でも使用されており、高齢者との多世代交流の機会にもなっています。また、夜間も運営しているため、働く世代はフィットネスセンターとしても利用できています。(*タイの通常の学校にはプールが併設されていません） 「高齢者センター」という名前ですが、広い意味でコミュニティにおける生活の質向上センターとして、子どもから大人まで幅広く使われています。 Dementia Cafe initiatives, which launched in 2022 at Bueng Yitho Municipality refering examples from Japan, spreads into various sites around Thailand. 【2025. 3. 21】電車で外出：同行するのは市民ボランティア！ブンイトー市デイケアセンターの取組 / Excursion Trip by Train, with Citizen Volunteers! Initiative by Bueng Yitho Day Care Center
3月21日、ブンイトー市のデイケアセンターは、高齢の市民と「電車で外出」イベントを開催しました。 このイベントは、タイの自治体職員や医療介護専門職による訪日研修において、神奈川県湯河原町のデイケアセンターが電車での外出機会を作っているアイデアを聞いたことで、タイ側でも実現されました。 ブンイトー市のデイケアセンターならではの取組として、鉄道会社を巻き込むことで社会の認知度を高め、鉄道会社社員の教育の場 としても活用するなど、様々な工夫をしています。また、外出には市民ボランティアが同行し、高齢者とともに出かける時間を楽しみました。 On March 21, Bueng Yitho Day Care Center hosted an excursion trip by train, with senior participants. This event was planned with the idea of Yugawara Town's Day Care Center implementing train trips in Japan. Uniquely, as a Bueng Yitho day care center's initiative, they collaborated with the Railway Companies to raise social awareness and education opportunities for railway staff members. In addition, this excursion was accompanied by citizen volunteers through their active participation.

3月14日、韓国の大邱社会福祉協議会、神奈川県湯河原町、および当SMART＆STRONGプロジェクトがMOUを締結しました。 大邱社会福祉協議会を代表してキム・ソクピョ（Mr. Kim Sug Pyo）会長、SMART＆STRONGプロジェクトを代表してランサン・ブンイトー市長らが署名しました。 他に、タイのランプン市長、カンタン市長、タマサート大学ナタパット助教授、野毛坂グローカル代表者が出席しました。 当プロジェクトは、日タイのネットワークからアジアのネットワークへと広がっています。ブンイトー市長からは、「39ヶ所のタイ側自治体を代表して感謝を申し上げる。今後、協力を深化させたい」との言葉が述べられました。 On March 14, the Daegu Council of Social Welfare from South Korea, Yugawara Town of Kanagawa Prefecture from Japan, and the SMART & STRONG project with Thailand local authorities' network, signed a MOU for collaboration on developing community-based elderly care models. 【2025. 2. 11】ブンイトー市において、口腔ケアに関する研修会を実施しました！/ Workshop on the Theme of Oral Care Implemented at Bueng Yitho Municipality
2月11日、パトムタニ県ブンイトー市において、「口腔ケア」の研修会が開催されました。同研修会は、神奈川県立保健福祉大学の久保田悠先生を講師に、ブンイトー市の歯科医や医師、自治体職員や保健ボランティアの参加のもと、実施されました。今後当プロジェクトでは、自治体ネットワークを通じた学び合いにより、口腔ケア活動も推進していく予定です。 On February 11, a workshop on the ‘Oral Care’ theme was held in Bueng Yitho Municipality, Pathum Thani Province. The workshop was conducted with a lecturer, Dr. Yu Kubota from Kanagawa University of Health Services, and dentists, doctors, local government officials, and health volunteers in Bueng Yitho Municipality participated in this workshop. SMART and STRONG project plans to promote the concepts and practices of oral care activities through mutual learning and joint development among local authorities.
