Yugawara Town received the Minister for Internal Affairs and Communications' Award, the highest distinction in Japan’s Local Government International Exchange Awards. On May 29, 2026, an official ceremony held at the Ministry of Internal Affairs and Communications in Tokyo. The award recognizes outstanding international exchange initiatives between Japanese local governments and overseas partners that demonstrate innovation, sustainability, and tangible benefits for local communities. Alongside Yugawara, the cities of Rikuzentakata and Chigasaki were also honored this year. Yugawara was particularly recognized for building an extensive network of partnerships with municipalities, government agencies, universities, and civil society organizations across Thailand. Phase 2 Opening & MOU Signing Ceremony On April 23, the opening ceremony and MOU signing ceremony for Phase 2 of the SMART & STRONG Project were held at Bueng Yitho Municipality, Pathum Thani Province. Approximately 1,000 participants attended the event, including representatives from 39 municipalities across Thailand, central government agencies such as the Ministry of Public Health, the Ministry of Social Development and Human Security, and the Ministry of Interior, as well as International Organizations like World Health Organizations, universities, representatives of older persons, community members, and volunteers. 【2026. 4. 8】ブンイトー市にて日本人対象の医療・リハビリテーションセンター見学会が開催されました！/ Study Tour of the Medical and Rehabilitation Center for Japanese Participants was Held in Bueng Yitho Municipality!
4月8日、パトムタニ県ブンイトー市の医療・リハビリテーションセンターにおいて、日本人参加者向けの現地見学会が開催されました。 タイ国内でも先進的な取組を行うブンイトー市による、コミュニティレベルの包括的な高齢者ケアを学ぶことを目的として実施され、メディア、国際協力関係者、コンサルタント 、学生など約20名が参加しました。 On April 8, a site visit for Japanese participants was held at the Medical and Rehabilitation Center in Bueng Yitho Municipality, Pathum Thani Province. The visit aimed to provide an opportunity to learn about community-level integrated elderly care implemented by Bueng Yitho Municipality, which is recognized for its advanced initiatives within Thailand. Approximately 20 participants attended, including members of the media, international cooperation professionals, consultants, and students.

3月26日、ラチャブリ県ガチャップ市において、当初計画された８回にわたる認知症カフェの最終回式典が、市長や市会議員などの出席で実施されました。 自治体において認知症カフェの成果が評価され、今後の活動計画が立案される予定です。 On March 26, the final session ceremony of the eight-session Dementia Cafe series was held in Gachab Municipality, Ratchaburi Province, with the attendance of the mayor, municipal council members, and other officials.The outcomes of the Dementia Cafe activities will be evaluated by the municipality, and future activity plans are expected to be developed.

3月25日、当事業のネットワークに参加予定の自治体であるサムットプラカン県テパラック市において、高齢者デイケアセンターの開所式が行われました。このデイケアセンターは、タイにおいて先行してデイケアセンターを運営してきた他自治体の経験を活かして設立されるものであり、SMART & STRONGプロジェクトによる成果のひとつです。 サムットプラカーン県行政機構長のサンソーン・パンサエントン氏をはじめ、ブンイトー市、ホアヒン市など他自治体、タマサート大学、社会開発人間安全保障省、保健省などから来賓の方々の出席のもと、実施されました。 On March 25, an opening ceremony for an elderly day care center was held in Thepharak Subdistrict Municipality ,Samut Prakan Province, one of the municipalities planned to participate in the project network.This day care center was established by drawing on the experiences of other municipalities in Thailand that have already been operating similar centers, and represents one of the key achievements of the SMART & STRONG Project. 1月26日、タイ王室のもと開催される保健・医療・福祉分野の国際会議PMAC（Prince Mahidol Award Conference）において、WHOタイ事務所およびタイ保健省主催のサイドイベントにブンイトー市ランサン市長が登壇し、当SMART & STRONGプロジェクトについて紹介しました。 On 26 January, at the Prince Mahidol Award Conference (PMAC)—an international conference on health, medical, and welfare issues held—Mr. Rangsarn Nuntakawong, Mayor of Bueng Yitho Municipality, spoke at a side meeting organized by the WHO Thailand Office and the Department of Health, Ministry of Public Health of Thailand. SMART & STRONG プロジェクトのフェーズ２（自治体ネットワークによる地域資源活用型高齢者ケアモデル普及と国境を越えた学び合いプロジェクト）が2026年3月から開始することに先駆け、タイ側ネットワークに参加する自治体向けの準備会議（オンライン）を実施しました。 当事業の運営団体である神奈川県湯河原町の内藤喜文町長、およびタイ側自治体を代表してパトムタニ県ブンイトー市のランサン市長が、挨拶を行いました。 2026年4月23日～24日には、事業のオープニング式典＆署名式を予定しております。 フェーズ２では、政府機関、大学、自治体、民間事業者など、さらに多くの関係者とのネットワークを広げながら、国境を跨いだ学び合いを深めていきます。引き続き何卒よろしくお願い申し上げます。 Ahead of the launch of Phase 2 of the SMART & STRONG Project (a project to promote community-based elderly care models utilizing local resources through municipal networks and cross-border learning), scheduled to begin in March 2026, an online preparatory meeting was held for Thai local governments participating in the network. 【2026. 1. 14】ラチャブリ県ガチャップ市にて初の認知症カフェを開催！/ The First Dementia Cafe at Krachab Municipality, Ratchaburi Province
1月14日、ラチャブリ県ガチャップ市にて初となる認知症カフェ（Memory Nest Cafe）の開催式典が行われました。市長をはじめとする市幹部や職員、市民ボランティア、高齢者が参加しました。 日本の認知症カフェを参考にタイで始まった認知症カフェが、各地へと広がりをみせています。 On January 14, the opening ceremony of the first Dementia Cafe (Memory Nest Cafe) in Krachab Municipality, Ratchaburi Province, was held, with the participation of the mayor, senior municipal officials and staff, community volunteers, and older residents. Inspired by Dementia Cafe models in Japan, the initiative introduced in Thailand is now spreading to multiple local authorities across the country.

1月12日、ASEAN（東南アジア諸国連合）の高齢化に関する政策づくり、実践事例の共有、人材育成、イノベーションを行う国際機関である、「ASEAN活動的高齢化イノベーションセンター（ACAI）」を訪問しました。ソムサック事務局長（Dr. Somsak Akksilp, Executive Director）らと今後の連携について協議する機会をいただきました。 On January 12, SMART & STRONG Project members visited the ASEAN Centre for Active Ageing and Innovation (ACAI), an international organization engaged in policymaking on ageing in ASEAN, the sharing of best practices, capacity building, and the promotion of innovation. We had the opportunity to hold discussions with Dr. Somsak Akksilp, Executive Director of ACAI, and his team on our potential future collaboration.

生活習慣病予防の啓発活動の奨励・普及を図るため、 優れた啓発活動・取組の奨励・普及を図ることを目的とし、厚生労働省（スマート・ライフ・プロジェクト）およびスポーツ庁が主催する第１４回 健康寿命をのばそう！アワードにおいて、神奈川県湯河原町（当事業実施団体）で活動する「チームあおぞら」が介護予防・高齢者生活支援分野で厚生労働省老健局長 優良賞を受賞されました。 The 14th “Extend Your Healthy Life Expectancy! 【2025. 10. 22】タイ政府 教育機会是正基金（EEF）主催の国際セミナーにて当プロジェクトが紹介されました！/ SMART & STRONG Project Presented at an International Seminar Organized by Equitable Education Fund (EEF)
2025年10月22日、タイ政府の教育機会是正基金（Equitable Education Fund：EEF）が実施した国際セミナーにおいて、当SMART & STRONGプロジェクトの取組が紹介されました。タイの中央政府職員、自治体職員、若者支援団体など約140名の参加で実施されました。 EEFは、教育格差の是正を目的とし、経済的・地理的・社会的に不利な立場にある子ども・若者に対して教育へのアクセスを支援するタイ政府系の団体です。 （EEFのホームページ：https://en.eef.or.th/ ） 今回のセミナーでは、「地域コミュニティの若者による社会参加を通じたエンパワメントと社会参加を促進するイノベーティブな事例」として、発表がなされました。 NGO野毛坂グローカルの奥井利幸氏から、地域コミュニティ活動を通じた若者のエンパワメントについて、日本における自治体、NPO、ボランティア、町内会の取り組み事例と、タイとの比較が発表されました。 続いて、タマサート大学社会福祉学部のナタパット助教授から、当プロジェクトのネットワーク自治体である、ロブリ県カオプラガム市、プラチュアップキリカン県ホアヒン市、チャチュンサオ県サメットタイ町での若者の関わりと貢献が発表されました。 質疑応答では、政府や自治体の役割、高齢者と若者の相互理解に向けた取り組みなど、活発な意見交換が行われました。 On October 22, 2025, the SMART & STRONG Project was introduced at an international seminar organized by Thailand’s Equitable Education Fund (EEF). 【2025. 10. 18】開催報告：シンポジウム「タイの高齢化と学びあいによる技術協力」/ Event Report: Symposium on “Population Ageing in Thailand and Technical Cooperation through Mutual Learning”
2025年10月18日（土）、JICA市ヶ谷およびZOOMにて、神奈川県湯河原町とNGO野毛坂グローカル主催のシンポジウム「タイの高齢化と学びあいによる技術協力」が開催されました。本シンポジウムは、2022年8月から2025年7月の3年間にわたり、JICA草の根技術協力事業（地域活性型）として実施してきたSMART & STRONGプロジェクトの終了を記念して開催され、会場とオンライン合わせて200名近くの参加がありました。以下、当日の概要をご紹介します。 On Saturday, October 18, 2025, the symposium “Population Ageing in Thailand and Technical Cooperation through Mutual Learning” was held at JICA Ichigaya and via Zoom, co-hosted by Yugawara Town and the NGO Nogezaka Glocal, and supported by Japan International Cooperation Agency (JICA) and Council of Local Authorities for International Relations (CLAIR). 【2025. 8. 22】サラブリ県サラブリ市にて初の認知症カフェを開催！/ The First Dementia Cafe at Saraburi Municipality, Saraburi Province
2025年8月22日、サラブリ県サラブリ市で初となる認知症カフェ、その名も「Smart & Strong カフェ」が開催されました。 On 22 August 2025, Saraburi Municipality in Saraburi Province hosted its first dementia café, named the “Smart & Strong Café.” サラブリ市は、タイ中北部、バンコクの北東約100キロメートルに位置するサラブリ県の県都です。 Saraburi Municipality, the capital of Saraburi Province, is located in the central-northern region of Thailand, about 100 kilometers northeast of Bangkok. 認知症カフェのオープニングセレモニーには、市長をはじめ地域のキーパーソンや、病院・大学などの関係者、自治体幹部・職員らも参加しました。会場は、市役所の敷地内に保存されている伝統的な建物です。 The opening ceremony was attended by the Mayor, key community figures, representatives from hospitals and universities, as well as senior officials and staff from the municipal office. JICA草の根技術協力事業（地域活性型）として、神奈川県湯河原町やタイの39自治体をはじめとする様々な団体が協力し実施してきた「SMART & STRONGプロジェクト（自治体ネットワークによるコミュニティベース統合型高齢者ケアの普及モデル構築と人材循環プロジェクト）」は、3年間の活動期間を経て2025年7月末に終了しました。沢山のお力添えをいただき、心より感謝申し上げます。 JICA事業のフェーズ１終了後も、当プロジェクトは予算面もふくめ、タイ側のオーナーシップのもとで活動が続けられています。 引き続き、その活動の様子をプロジェクトウェブサイトやSNSでも共有させていただく予定です。加えて、JICA草の根技術協力事業（地域活性型）のフェーズ２プロジェクトも、現在立ち上げ準備中です。 今後ともみなさまのご協力をいただけると大変幸いです。何卒よろしくお願い申し上げます。 なお、事業評価報告書のダイジェスト版は以下のとおりです。（*JICA ホームページ上の全文はこちら） 1. 背景と課題意識 世界各国で高齢化が進む中、とりわけタイはその進行速度が著しく、今後急速に「高齢社会」から「超高齢社会」へと移行すると予測されています。2015年に10％強だった高齢化率は2022年には14％を超え、医療費や介護費の増大が大きな課題となりつつあります。これまで中央政府は在宅ケアやデイケアセンターの設置を試みてきましたが、財源や受益者制限といった限界が明らかになっていました。そのため、より身近な自治体レベルで高齢者ケアを担うことが急務とされていました。 このような状況を受け、2022年8月から2025年7月までの3年間にわたり、神奈川県湯河原町とタイ・ブンイトー市を中心とする自治体が協力し、JICAの草の根技術協力事業として「コミュニティベース統合型高齢者ケア普及モデル構築と人材循環プロジェクト」が実施されました。湯河原町は日本でも高齢化率が高い自治体でありながら、要介護認定率は比較的低く、元気な高齢者の暮らしを支える取り組みを進めてきた町です。その経験と、タイ側の課題意識を結びつけて展開されたのが本プロジェクトです。 2. プロジェクトの狙いと特徴 本プロジェクトの大きな特徴は「自治体ネットワーク」と「学び合いの仕組み」にあります。単独の都市にノウハウを移転するのではなく、複数の自治体が互いの取り組みを学び、成果を共有しながら普及していく形をとりました。 当初9自治体からスタートしたネットワークは、わずか3年で39自治体に拡大。中部、北部、東北部、東部、西部、南部とタイ全国に広がり、大規模都市から農村部の小自治体まで、多様な条件を持つ地域が参加しました。イスラム教徒が多い地域も含まれており、文化的背景の異なる自治体同士が学び合うことは、新たな相乗効果を生み出しました。 3. 具体的な取り組み ネットワークに参加した自治体では、多岐にわたる活動が展開されました。 ➀デイケアセンターの設立・運営：介護やリハビリを日中に受けられる場を整備し、利用者と家族の双方を支援。 ②認知症カフェの導入：湯河原町の経験を参考に、タイで初めて実施。高齢者や家族、地域住民が気軽に集える居場所として好評を得ています。 ③認知症サポーター養成講座：地域住民が認知症を理解し支える人材として活動できるよう育成。中学生向け講座も試みられました。 ④高齢者の居場所づくり：コミュニティの場への参加が少ない傾向にある高齢男性の参加を促すため、夜間に開きお酒を交える「60’sバー」などの工夫も生まれました。 ⑤生きがい活動：カラオケやピクニック、小旅行といった楽しい活動が展開され、孤立防止や健康づくりにつながりました。 こうした活動を支えるために、「デイケアセンターガイドライン」や「認知症カフェ普及教材」など6種類のガイドラインと9種類の映像教材も制作されました。教材はネットワーク内にとどまらず、タイ国内の広範な自治体で利用されています。 4. 成果と評価 3年間の取り組みの成果は多方面で確認されました。 ➀モデルの確立：ブンイトー市での取り組みは「ブンイトーモデル」と呼ばれ、全国的に優良事例として広く認識されました。 ②ネットワークの拡大：当初目標の20自治体を大きく上回る39自治体が参加。自治体間の相互訪問やオンライン交流は活発に行われ、2023～2024年の間に延べ9,703名の見学者を迎えました。 ③市民参加の推進：住民ボランティアや有償ボランティアが育ち、活動の担い手が増加。湯河原町の住民ボランティアも現地を訪問し、相互学習が進みました。 ④政策的整合性：タイ政府の第3次国家高齢者計画や地方分権政策と合致し、国の方向性に沿った協力であると評価されました。 ⑤国際的発信：ASEM国際フォーラムや国際開発学会など11回の学会・シンポジウムで成果を発表。NHKやタイPBSなどのメディアにも取り上げられ、国際社会から注目を集めました。 5. 日本への還流効果 このプロジェクトはタイのためだけでなく、日本にとっても学びとなりました。例えば、タイの「有償ボランティア制度」を参考に、湯河原町では「住民が住民を支える事業」が新たに検討・予算化されています。また、タイでの多様な地域活動の工夫は、日本の地域包括ケアを進めるうえでの刺激となり、国際交流を通じた双方向の学びが実現しました。 6. 効率性と持続性 本プロジェクトでは、費用面でも大きな特徴がありました。日本側予算は専門家派遣や教材作成にのみ充てられ、現地での研修や活動費の多くはタイ側自治体が負担しました。全国会議も3回目以降は各自治体が主体的に費用を負担して開催されており、プロジェクト終了後も自立して継続可能な仕組みが形成されています。 さらに、タイ国内の健康基金や民間企業の資金も活用されており、外部支援に依存しない持続性が高いモデルとなっています。 7. インパクトと波及効果 このプロジェクトがもたらした影響は、単なる自治体間の学び合いにとどまりません。 ➀社会的インパクト：高齢者や家族が地域で安心して暮らせる仕組みが各地に広がり、住民の幸福感向上につながっています。 人材育成：自治体職員やボランティアが高齢者ケアの担い手として成長し、地域の力が高まりました。 ②国際的波及：スリランカ、マレーシア、カンボジア、ラオス、韓国など周辺国からも視察があり、今後の高齢化対策のモデルとして関心を集めています。 8. 今後への提言 評価報告書では、今後に向けて次のような提言が示されています。 ➀小規模自治体への普及：現時点では大都市や中規模都市の参加が多いため、予算や人材の乏しい小規模自治体にも広げる工夫が必要。 ② 政府の支援強化：自治体が主体となる取り組みを持続させるため、法律や予算、人材面での国レベルの支援が不可欠。 ③周辺国への展開：東南アジアの他国も同様の課題を抱えており、タイの成功事例をもとに地域全体での普及を進めるべき。 9. まとめ 3年間にわたる「SMART & STRONGプロジェクト」は、当初目標を大幅に超える成果をあげました。39の自治体ネットワークを形成し、デイケアセンターや認知症カフェなど具体的な活動を広めたことは、タイの高齢者ケアの大きな前進となりました。同時に、日本にとっても相互学習の貴重な機会となり、地域包括ケアの未来を考えるうえで新たなヒントを与えています。 高齢化は日本だけでなくアジア全体が直面する共通の課題です。本プロジェクトは、自治体と市民が主体となる「学び合い」の仕組みが、持続可能な社会を築くうえで有効であることを実証しました。その経験は今後、タイ国内だけでなく周辺国や日本の地域づくりにも活かされていくことでしょう。 As part of the JICA Partnership Program, the SMART & STRONG Project—“Development of Local Authorities for Promoting Community-based Integrated Elderly Care Models through Networking”—was jointly implemented with various partners, including Yugawara Town in Kanagawa Prefecture and 39 local authorities in Thailand.
