1月26日、タイ王室のもと開催される保健・医療・福祉分野の国際会議PMAC（Prince Mahidol Award Conference）において、WHOタイ事務所およびタイ保健省主催のサイドイベントにブンイトー市ランサン市長が登壇し、当SMART & STRONGプロジェクトについて紹介しました。 On 26 January, at the Prince Mahidol Award Conference (PMAC)—an international conference on health, medical, and welfare issues held—Mr. Rangsarn Nuntakawong, Mayor of Bueng Yitho Municipality, spoke at a side meeting organized by the WHO Thailand Office and the Department of Health, Ministry of Public Health of Thailand. 【2025. 10. 22】タイ政府 教育機会是正基金（EEF）主催の国際セミナーにて当プロジェクトが紹介されました！/ SMART & STRONG Project Presented at an International Seminar Organized by Equitable Education Fund (EEF)
2025年10月22日、タイ政府の教育機会是正基金（Equitable Education Fund：EEF）が実施した国際セミナーにおいて、当SMART & STRONGプロジェクトの取組が紹介されました。タイの中央政府職員、自治体職員、若者支援団体など約140名の参加で実施されました。 EEFは、教育格差の是正を目的とし、経済的・地理的・社会的に不利な立場にある子ども・若者に対して教育へのアクセスを支援するタイ政府系の団体です。 （EEFのホームページ：https://en.eef.or.th/ ） 今回のセミナーでは、「地域コミュニティの若者による社会参加を通じたエンパワメントと社会参加を促進するイノベーティブな事例」として、発表がなされました。 NGO野毛坂グローカルの奥井利幸氏から、地域コミュニティ活動を通じた若者のエンパワメントについて、日本における自治体、NPO、ボランティア、町内会の取り組み事例と、タイとの比較が発表されました。 続いて、タマサート大学社会福祉学部のナタパット助教授から、当プロジェクトのネットワーク自治体である、ロブリ県カオプラガム市、プラチュアップキリカン県ホアヒン市、チャチュンサオ県サメットタイ町での若者の関わりと貢献が発表されました。 質疑応答では、政府や自治体の役割、高齢者と若者の相互理解に向けた取り組みなど、活発な意見交換が行われました。 On October 22, 2025, the SMART & STRONG Project was introduced at an international seminar organized by Thailand’s Equitable Education Fund (EEF). The event brought together around 140 participants, including officials from the central government and local authorities, as well as representatives from youth organizations. The EEF is a government-affiliated organization in Thailand that aims to reduce educational inequality by supporting access to education for children and youth from economically, geographically, and socially disadvantaged backgrounds. 【2025. 10. 18】開催報告：シンポジウム「タイの高齢化と学びあいによる技術協力」/ Event Report: Symposium on “Population Ageing in Thailand and Technical Cooperation through Mutual Learning”
2025年10月18日（土）、JICA市ヶ谷およびZOOMにて、神奈川県湯河原町とNGO野毛坂グローカル主催のシンポジウム「タイの高齢化と学びあいによる技術協力」が開催されました。本シンポジウムは、2022年8月から2025年7月の3年間にわたり、JICA草の根技術協力事業（地域活性型）として実施してきたSMART & STRONGプロジェクトの終了を記念して開催され、会場とオンライン合わせて200名近くの参加がありました。以下、当日の概要をご紹介します。 On Saturday, October 18, 2025, the symposium “Population Ageing in Thailand and Technical Cooperation through Mutual Learning” was held at JICA Ichigaya and via Zoom, co-hosted by Yugawara Town and the NGO Nogezaka Glocal, and supported by Japan International Cooperation Agency (JICA) and Council of Local Authorities for International Relations (CLAIR). 大阪公立大学 法学研究科 永井史男教授らによる「タイの高齢者ケアの現状・課題」に関する論文が発表されました。同論文では、当SMART & STRONGプロジェクトの開始過程と、急速に高齢化が進むタイ社会における地方自治体間のネットワーク形成に寄与した要因について、事例研究されています。ぜひご覧ください。 A paper on the theme of the current state and challenges of elderly care in Thailand has been published by Professor Fumio Nagai of the Graduate School of Law at Osaka Metropolitan University, et al. 【2025. 5. 6】第23回世界災害救急医学会（東京開催）への参加報告 / Report of Participation in the 23rd Congress on Disaster and Emergency Medicine (WADEM 2025 in Tokyo)
2025年5月2日から6日にかけて、第23回世界災害救急医学会が東京で開催されました。医師・看護師・理学療法士や研究者等をはじめとする各国の専門家が集まり、発災時の緊急対応から事前の備え・復興に至る議論がなされました。 対象となるハザードも、自然災害や感染症から、人為的災害、紛争・戦争、テロ、CBRNまで多岐にわたり、医療現場での救命救急事例、被災地・紛争地での人道支援、公衆衛生からプラネタリーヘルスまで包摂するテーマの発表がされていました。 なかには、人口動態の変化（高齢化）や、高齢者をはじめとする災害時要配慮者の避難、コミュニティ防災に関する報告もありました。 当プロジェクトにおいても、2022年9月に台風がもたらしたタイでの洪水により、参加自治体の1つであるラヨン県タップマー市域の半分以上が被災しました。他方、コミュニティ内の繋がりを基に、平時から要配慮者の把握や避難計画の更新がなされており、発災対応としても、自治体が中心となって省庁や県を迅速に取りまとめた事などから、人的被害をゼロに抑えることができました。（以下の記事で詳しく報告しています。） 2025年3月28日には、地震が隣国ミャンマーに大きな被害と損失をもたらし、タイでも激しい揺れによる影響が出ました。将来の緊急時に備え、コミュニティにおける健康や暮らしの強靭な体制を築くためにも、普段から高齢者を含む誰もが地域で包摂され、ケアに関わる様々な職種や家族・近隣住民が、縦割りでなく効果的に連携できる「フェーズフリー」なまちづくりが大きな意味を持つと言えます。 今後、タイと日本に限らず、周辺国とも高齢者ケアに係る学び合いの輪を拡げていくにあたり、世界的にも自然災害の発生しやすい地理条件を鑑みながら、平時からのコミュニティケアの強靭化を共創していきたいと思います。 The 23rd Congress on Disaster and Emergency Medicine (WADEM: World Association for Disaster and Emergency Medicine) was held in Tokyo from 2-6 May 2025. Experts worldwide, including doctors, nurses, physiotherapists, researchers, and other professionals, gathered to discuss disaster medicine and resilient health systems, ranging from disaster preparedness to emergency response and reconstruction. 7月6日から7日にかけて、日本タイ学会 第26回研究大会が大阪公立大学杉本キャンパスを会場として開催されました。 7日午後には、「共通論題２」としてタイの高齢社会に関する研究発表や調査報告などが行われ、当SMART&STRONGプロジェクトの事例も紹介されました。 詳細は、研究大会のプログラム・報告要旨集をご覧ください。 論題での発表概要 On July 6th & 7th, the 26th Conference of The Japanese Society of Thai Studies was held at the venue of Osaka Metropolitan University. 【2023. 12. 17】自治体職員・医療福祉専門職ら61名を対象に訪日研修を実施しました！/ Training in Japan, for 61 Thai Local Government Officials and Healthcare Professionals
2023年12月13日から12月17日にかけて、タイ内務省の職員、県・市町村の首長ら幹部、福祉/保健医療などに関係する行政官、医師・看護師・理学療法士・作業療法士、そしてタマサート大学社会福祉学部の教員ら、計61名が日本研修に参加しました。この研修は、タイ内務省、タマサート大学、NGO野毛坂グローカルの共催で実施されました。 12月14日は、奈良東病院が運営する高齢者入居施設・デイケアセンター・グループホームの見学、そして、奈良県天理市の市長表敬や、同じく天理市の認知症予防活動の見学が行われました。 翌日、12月15日には、フランスベッド株式会社による福祉機器ショールームの訪問を行いました。 （フランスベッド株式会社は、JICA民間連携事業を活用したタイでの福祉機器レンタル事業化に取り組んでいる会社です。当SMART & STRONGプロジェクトが活用しているJICA草の根技術協力事業と、フランスベッド株式会社によるJICA民間連携事業の、事業同士の連携を行っています。） 12月16日には、大阪公立大学を訪れ、法学研究科の永井史男教授による「日本の地方自治と地方分権」についての講義が行われました。日本の政治体制やその構造の国際比較、「福祉国家」政策下の医療や所得・雇用などの社会保障の普及から民営化・規制緩和・地方分権化といった行政改革の流れについて説明いただいた後、地方自治体の仕組みや市民社会との関係性、自治体連携などについて、課題も含めた詳細を講義いただきました。 タイの自治体幹部・職員らにも日々の業務に通じることが多くある内容であり、質疑応答の際には、鋭い質問が飛び交いました。 この訪問と講義の様子は、大阪公立大学のウェブサイト上でも紹介いただきました。記事はこちらからご覧いただけます。 最終日である12月17日には、アジア太平洋トレードセンター（ATC）エイジレスセンターを訪問し、様々な福祉機器の活用方法を実際に体験しながら学ぶ機会となりました。 From December 13 to 17, 2023, 61 visitors from Thailand in total participated in the Japan Training. The participants include officials from the Thai Ministry of Interior, provincial and municipal chiefs and other senior officials, administrative officials in welfare/healthcare sections, etc., doctors, nurses, physiotherapists/occupational therapists, and professors from the Faculty of Social Administration at Thammasat University. 2023年11月23日に「Thailand Smart City Expo 2023」が開催されました。このイベントは、タイの地方行政局 (DOPA) およびデジタル経済推進省(depa)、日本の国際協力機構 (JICA) により実施されました。 当プロジェクトのカウンターパートでもある、タマサート大学社会福祉学部のナタパット助教授とパトムタニ県ブンイトー市のティティナン医師が、「自治体のネットワークにより相互発展を促すSMART & STRONG Project」というテーマで、ゲストスピーカーとして発表しました。当プロジェクトでは、「住民のニーズに基づく、住民によるイノベーション（新たな手法）のまちづくり」を推進しているため、スマートシティの枠組みで取り組みを紹介する運びとなりました。 On November 23rd, 2023, the 'Thailand Smart City Expo 2023' was held at the Queen Sirikit National Convention Center (QSNCC). 【2023. 11. 19】国際リハビリテーション研究会第７回学術大会にて、当プロジェクトが事例発表されました！ / SMART & STRONG Project was introduced in presentations at JSIR 7th Conference
2023年11月19日（日）に聖心グローパルプラザ（東京都・広尾）にて、「国際リハビリテーション研究会 第７回学術大会」が開催されました。当学術大会は、「知る・気づく・考える“リハビリテーション2030”－中・低所得国におけるリハビリテーション普及への貢献－」というテーマのもと実施されました。 当プロジェクトの運営協力機関であるNGO野毛坂グローカル代表の奥井利幸さんは、メインシンポジウム２にて、「タイの高齢者分野の国際協力実践について」という題のもと、プロジェクトの背景や取り組みの事例を紹介しました。 加えて、一般演題セッション１では、当プロジェクトの国内調整員である鈴木知世により、「タイ国自治体ネットワークによるコミュニティベース統合型高齢者ケア事業 認知症カフェ普及：事例報告」という題で、当プロジェクトを通じた認知症カフェの普及メカニズムに焦点を当てた事例報告をしました。今回の学術大会における大会長でもある国立保健医療科学院の山口 佳小里主任研究官、東京都市大学 都市生活学部の沖浦文彦教授にも、共同発表者としてご協力いただきました。 On November 19, 2023, the Japanese Society of International Rehabilitation (JSIR) hosted the 7th conference in Tokyo. 【2023. 6. 10】国際開発学会 秋田大会において、プロジェクトマネジメントの特徴が事例として発表されました！/ SMART & STRONG Project's management method presented at the JASID conference
国際協力・開発分野では日本最大級の学会である 国際開発学会 の2023年度 春季大会（会場：秋田市文化創造館）において、6月10日(土)、本プロジェクトを事例として整理・考察するポスター発表がなされました。 今回のポスター発表は、【自治体ネットワークによる持続的な能力向上と技術の普及をめざす開発協力のマネジメント ～「タイ国の自治体ネットワークによるコミュニティベース統合型高齢者ケア普及プロジェクト」の事例整理～】という題で、国際教養大学 学生の鈴木知世（当プロジェクトのコーディネーター）、国立保健医療科学院の山口佳小里主任研究官、東京都市大学の沖浦文彦教授により行われました。 発表の内容としては特に、プロジェクトのマネジメント方法に焦点があてられ、2022年8月のプロジェクト開始後からの進捗を踏まえた現状の事例整理と考察を行い、今後の研究・検証の余地を示唆するものでした。 通常のモデル普及を行う開発協力プロジェクトでは、パイロットサイトにおいてまずモデルを構築し、それを他地域の実情も反映しながら普及していくマネジメント手法をとり、プロジェクトのオーナーシップは事業を行う中央政府と開発協力・援助機関が持つことが一般的です。 従来の形とは異なり、当プロジェクトでは地方自治体などの各々の現場（地域）がオーナーシップをもって活動し、それらの取り組みがネットワークを通じて共有されています。 これらのユニークなマネジメント手法が、いくつかの条件のもとであれば、地域ごとの背景の違いや時間軸と共に変化する社会経済状況への柔軟な対応が可能なのではないか、との仮説が立てられ、来場者との意見交換がなされました。 発表時に用いられた実際のポスターは下記の通りです。 On Saturday, June 10, at the 2023 Spring Conference of the Japan Society for International Development (JASID), one of the largest academic societies in the field of international cooperation and development in Japan, this project was presented as a case to visualize and analyze the current progress in the form of the poster presentation.
