1月26日、タイ王室のもと開催される保健・医療・福祉分野の国際会議PMAC（Prince Mahidol Award Conference）において、WHOタイ事務所およびタイ保健省主催のサイドイベントにブンイトー市ランサン市長が登壇し、当SMART & STRONGプロジェクトについて紹介しました。 On 26 January, at the Prince Mahidol Award Conference (PMAC)—an international conference on health, medical, and welfare issues held—Mr. Rangsarn Nuntakawong, Mayor of Bueng Yitho Municipality, spoke at a side meeting organized by the WHO Thailand Office and the Department of Health, Ministry of Public Health of Thailand. 【2026. 1. 12】ASEAN活動的高齢化イノベーションセンター（ACAI）事務局長と今後の連携について協議しました！/ Discussed Future Collaboration with the Executive Director of the ASEAN Centre for Active Ageing and Innovation (ACAI)”
1月12日、ASEAN（東南アジア諸国連合）の高齢化に関する政策づくり、実践事例の共有、人材育成、イノベーションを行う国際機関である、「ASEAN活動的高齢化イノベーションセンター（ACAI）」を訪問しました。ソムサック事務局長（Dr. Somsak Akksilp, Executive Director）らと今後の連携について協議する機会をいただきました。 On January 12, SMART & STRONG Project members visited the ASEAN Centre for Active Ageing and Innovation (ACAI), an international organization engaged in policymaking on ageing in ASEAN, the sharing of best practices, capacity building, and the promotion of innovation. We had the opportunity to hold discussions with Dr. Somsak Akksilp, Executive Director of ACAI, and his team on our potential future collaboration.
【2025. 10. 22】タイ政府 教育機会是正基金（EEF）主催の国際セミナーにて当プロジェクトが紹介されました！/ SMART & STRONG Project Presented at an International Seminar Organized by Equitable Education Fund (EEF)
2025年10月22日、タイ政府の教育機会是正基金（Equitable Education Fund：EEF）が実施した国際セミナーにおいて、当SMART & STRONGプロジェクトの取組が紹介されました。タイの中央政府職員、自治体職員、若者支援団体など約140名の参加で実施されました。 EEFは、教育格差の是正を目的とし、経済的・地理的・社会的に不利な立場にある子ども・若者に対して教育へのアクセスを支援するタイ政府系の団体です。 （EEFのホームページ：https://en.eef.or.th/ ） 今回のセミナーでは、「地域コミュニティの若者による社会参加を通じたエンパワメントと社会参加を促進するイノベーティブな事例」として、発表がなされました。 NGO野毛坂グローカルの奥井利幸氏から、地域コミュニティ活動を通じた若者のエンパワメントについて、日本における自治体、NPO、ボランティア、町内会の取り組み事例と、タイとの比較が発表されました。 続いて、タマサート大学社会福祉学部のナタパット助教授から、当プロジェクトのネットワーク自治体である、ロブリ県カオプラガム市、プラチュアップキリカン県ホアヒン市、チャチュンサオ県サメットタイ町での若者の関わりと貢献が発表されました。 質疑応答では、政府や自治体の役割、高齢者と若者の相互理解に向けた取り組みなど、活発な意見交換が行われました。 On October 22, 2025, the SMART & STRONG Project was introduced at an international seminar organized by Thailand’s Equitable Education Fund (EEF). The event brought together around 140 participants, including officials from the central government and local authorities, as well as representatives from youth organizations. The EEF is a government-affiliated organization in Thailand that aims to reduce educational inequality by supporting access to education for children and youth from economically, geographically, and socially disadvantaged backgrounds. 【2025. 5. 30】JICA横浜センター所長訪問および打合せを実施しました / Visit to Director General of JICA Yokohama Center
5月30日、神奈川県湯河原町 地域政策課の中村哲副課長が、JICA横浜センター大野裕枝所長を訪問し、JICA草の根技術協力事業「地域活性型」のスキームで実施中の当SMART & STRONGプロジェクトについて打合せを行いました。 2022年8月から開始した当事業は、3年間の実施期間を経て、フェーズ１としては本2025年7月に終了予定となっています。事業の状況報告や次回のマネジメント・評価委員会、フェーズ１終了に向けた確認等を行いました。 高齢化社会における地域に根差したケアの在り方を模索し共創していくために、日本とタイの草の根からのパートナーシップを深めていけるよう、引き続きよろしくお願い致します。 参加者 On May 30, Mr. Tetsu Nakamura (Deputy Director of Policy and Strategy Division, Yugawara Town) visited Director General of JICA Yokohama Center, Ms. Hiroe Ono. 【2025. 5. 23】国連人間居住計画 / ASEAN「マルチステークホルダー能力強化プログラム」にて当プロジェクトが発表されました！/ SMART & STRONG Project Presented at UN-Habitat / ASEAN Training "Multi-Stakeholder Capacity Building Program"
2025年5月22日～23日にかけて、国連人間居住計画（UN-Habitat） / ASEANによる持続可能な都市化に関するプロジェクト（Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II）の一環として、都市計画・まちづくりの関係者を対象とする研修「都市リーダーのための都市計画研修およびマルチステークホルダー能力強化プログラム」が実施されました。 そのうち、「多様な関係者を巻き込む能力強化」に焦点を当てた23日のプログラムの一部「パートナシップとファンディング」において、当SMART＆STONGプロジェクトの運営手法が事例として選ばれ、発表を行いました。 まず、ランサン・ブンイトー市長から、「サステイナビリティを見据えたタイ国内外のネットワーキングによるプロジェクト」と題し、当事業の形成経緯や、タイ39か所に広がった自治体、中央政府や研究機関とのネットワーク、周辺国との連携体制拡大を見据えたビジョン、各自治体予算で発現した取組を他自治体とも学び合い、修正を加えながら更に発展させていく手法が紹介されました。 続くパネルディスカッションでは、UN-Habitat バンコク事務所による司会のもと、UNDPタイ事務所の開発経済専門家やUrban-Act 専門家と共に、当事業のコアメンバーであるタマサート大学社会福祉学部のナタパット助教授が登壇しました。多機関連携や財政的な持続性の担保について、当事業から発現した好事例を共有する機会をいただきました。 From May 22 to 23, 2025, a seminar titled "Urban Planning for City Leaders Training and Multi-Stakeholder Capacity Building Programs" was implemented as a part of the UN-Habitat & ASEAN-led project, Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II. 【2025. 4. 29】タイ生命科学研究所および医療保障機構幹部らの訪日にあたり、当事業の日タイ連携や革新性を紹介しました！/ SMART & STRONG Project's Collaboration & Innovation introduced to the Executives of TCELS/NHSO from Thailand
4月29日、タイ政府の研究・意思決定機関として保健医療福祉の政策やイノベーションを担う、タイ生命科学研究所（TCELS）および医療保障機構（NHSO）の理事長・幹部へ、当SMART & STRONG プロジェクトの概要や日タイ連携、マネジメント手法の革新性についてご紹介し、意見交換をさせていただきました。（於：JICA市ヶ谷 大会議室） The SMART & STRONG Project gained an opportunity to present our innovative approaches to population ageing and community-based integrated care through the Japan-Thailand network, to the delegates of executives from Thailand Center of Excellence for Life Science (TCELS) and National Health Security Office (NHSO) on 29 April (at JICA Global Plaza). 鈴木和哉JICAタイ事務所長が離任されるにあたり、SMART & STRONGプロジェクトを代表し、ランサン・ブンイトー市長らがJICAタイ事務所へのご挨拶に伺いました。また、新たに着任される作道俊介新所長にご挨拶させて頂きました。 SMART＆STRONGプロジェクトの実施・共創をいただきありがとうございます。高齢化社会におけるコミュニティケアの在り方を探り構築していくために、日本とタイの草の根からのパートナーシップを深めていけるよう、引き続きよろしくお願い致します。 JICA Thailand Office Chief Representative Mr. Kazuya Suzuki is leaving his post. 【2025. 1. 16】当プロジェクトが、神奈川県・WHO西太平洋地域事務局による共催セミナーで発表されました！/ SMART & STRONG Project Presented at a Seminar Organized by Kanagawa Prefecture & WHO Regional Office for Western Pacific
2025年1月16日、令和6年度神奈川県・WHO西太平洋地域事務局連携事業「神奈川県とアジア太平洋地域におけるエイジフレンドリーシティの取組発信 ～高齢者に優しいコミュニティ育成のための分野を超えた連携～」オンラインセミナーにて、当SMART & STRONGプロジェクトの取組が発表されました。 同日は、神奈川県の首藤健治副知事による開会挨拶にはじまり、「健康な高齢化」のためのWHOによる取組、神奈川県による「未病改善」や「エイジフレンドリーシティ」の取組、神奈川県内の各地域による取組、フィリピンにおける高齢化への取組が共有されました。プログラム内の１セッションにて、SMART & STRONGプロジェクトの概要・事例や、神奈川県湯河原町とタイの自治体（ブンイトー市含む）の取組が以下の通り紹介されました。 質疑応答では、国・地域背景の異なる多様な関係者と連携する際の困難や創意工夫、認知症カフェなどタイの各取り組みへ住民を巻き込む際の試行錯誤について、セミナー参加者から多くの質問をいただき、有意義な意見交換となりました。 ブンイトー市医師のティティナン・ナクプ先生による回答を、以下の通り紹介します。 多様な関係者と連携する際の課題 『 組織間、特に行政機関の間では、制度や法律に則って実施するため、柔軟な連携をしようと思っても、各団体の役割や責任に混乱が生まれる課題があります。また、国を跨いだ関係者との連携では、文化や信条、価値観の違いにより、活動においても双方を完全に理解した連携が難しい場合があります。』 多様な関係者と連携するための創意工夫 『 組織間の連携においては、公式の協力計画（例えばMOUのような合意書）を基に活動することで、共同プロジェクトに取り組む人材を配置し、定期的な関係者のミーティング機会を通じて様々な課題や制限について話し合うことができています。また、文化や信条、価値観の違いを認識し、リスペクトし合いながら活動しています。各地で行われている活動を学び合い、そこで得た知見や教訓を、関係者それぞれが軸足を置く地域の文脈や活動に即した形に適応・調整しながら取り組んでいます。 』 On January 16th, 2025, this SMART & STRONG Project was introduced at the Kanagawa Prefecture and WHO Regional Office for the Western Pacific (WPRO) Webinar "Fostering Age-friendly Environments: Cross-Sectional Collaboration with an Entrepreneurial Lens." 【2024. 5. 13】サメットタイ町での高齢者活動計画策定会議とプロジェクトを通じた学び合い / A Meeting to Discuss Activity Plans on Elderly Care at Samedtai Municipality
5月13日、チャチュンサオ県サメットタイ町にて、高齢者活動計画策定会議が実施されました。 サメットタイ町は人口5000人の魚養殖や果樹が中心の町です。一方で、バンコクから100km足らずの場所に位置していることもあり、最近は工業団地も点在する地域となってきています。 サメットタイ町からは町長、副町長ら首長や自治体幹部、医療福祉担当職員、そして地域住民のボランティア、高齢者クラブなどが参加し、ともに高齢者活動計画を策定しました。 加えて、当プロジェクトのネットワークに所属し活動するパトムタニ県ブンイトー市の医療福祉担当職員、タマサート大学社会福祉学部の教授なども参加し、各地の事例を学び合いながら、町の施策・事業を形作る方針策定へ反映しました。 On May 13th, 2024, Dr. Kittipong Sileuang, the Chief Executive of Samedtai Subdistrict Administrative Organization, warmly welcomed Assistant Professor Dr. Natthapat Sarobol from the Faculty of Social Sciences, Thammasat University, Mr. Toshiyuki OKUI, a representative of the Nogezaka-Glocal organization, Mr. Suthep Duangngern, the Municipal Clerk, Medical Dr. Thitinan Nakphu from Bueng Yitho Municipality, and experienced medical professionals to discuss and plan activities for the elderly care services in the Samedtai Subdistrict Administrative Organization area. 【2023. 12. 17】自治体職員・医療福祉専門職ら61名を対象に訪日研修を実施しました！/ Training in Japan, for 61 Thai Local Government Officials and Healthcare Professionals
2023年12月13日から12月17日にかけて、タイ内務省の職員、県・市町村の首長ら幹部、福祉/保健医療などに関係する行政官、医師・看護師・理学療法士・作業療法士、そしてタマサート大学社会福祉学部の教員ら、計61名が日本研修に参加しました。この研修は、タイ内務省、タマサート大学、NGO野毛坂グローカルの共催で実施されました。 12月14日は、奈良東病院が運営する高齢者入居施設・デイケアセンター・グループホームの見学、そして、奈良県天理市の市長表敬や、同じく天理市の認知症予防活動の見学が行われました。 翌日、12月15日には、フランスベッド株式会社による福祉機器ショールームの訪問を行いました。 （フランスベッド株式会社は、JICA民間連携事業を活用したタイでの福祉機器レンタル事業化に取り組んでいる会社です。当SMART & STRONGプロジェクトが活用しているJICA草の根技術協力事業と、フランスベッド株式会社によるJICA民間連携事業の、事業同士の連携を行っています。） 12月16日には、大阪公立大学を訪れ、法学研究科の永井史男教授による「日本の地方自治と地方分権」についての講義が行われました。日本の政治体制やその構造の国際比較、「福祉国家」政策下の医療や所得・雇用などの社会保障の普及から民営化・規制緩和・地方分権化といった行政改革の流れについて説明いただいた後、地方自治体の仕組みや市民社会との関係性、自治体連携などについて、課題も含めた詳細を講義いただきました。 タイの自治体幹部・職員らにも日々の業務に通じることが多くある内容であり、質疑応答の際には、鋭い質問が飛び交いました。 この訪問と講義の様子は、大阪公立大学のウェブサイト上でも紹介いただきました。記事はこちらからご覧いただけます。 最終日である12月17日には、アジア太平洋トレードセンター（ATC）エイジレスセンターを訪問し、様々な福祉機器の活用方法を実際に体験しながら学ぶ機会となりました。 From December 13 to 17, 2023, 61 visitors from Thailand in total participated in the Japan Training. 【2023. 11. 30】当プロジェクトに参加するタイの自治体幹部らの訪日研修（湯河原町・横浜市）を実施しました！/ SMART & STRONG Project invited the visit to Japan of executive members from local municipalities in Thailand
2023年11月27日から11月30日にかけて、神奈川県湯河原町および横浜市にて、当プロジェクのネットワークに参画するタイの自治体首長・幹部らの日本研修が行われました。 27日には湯河原町の 冨田幸宏町長を表敬訪問し、28日には湯河原町の高齢者福祉施設（ふらっと湯河原：デイケアセンター&小規模多機能型居宅施設、特別養護老人ホームシーサイド湯河原）の訪問を行いました。市長らは各々の財政に責任を持っている立場として、自治体の公共マネジメントの視点から、サービスの充実と行政による負担の折り合いについて関心を持たれていました。 その後横浜市に移動し、29日には、西区西戸部町の地域のコミュニティ食堂、見守り/防災活動、「子ども食堂はれのヒ、ケのヒ」を訪問しました。行政の金銭的補助はなくとも住民主体で実施する様々な活動に、タイの市長らにとても興味を持っていただきました。 また、JICA横浜センターを表敬した後、三菱UFJリサーチ&コンサルティングの岩名礼介氏、厚生労働省老健局長の嶺由衣子氏、さくらコミュニティケアサービスの稲田秀樹氏により、複雑な日本の社会保障について、仕組みの本質を分かりやすく講義していただきました。 参加いただいた自治体首長・幹部 From November 27 to 30, a Japan visit program for mayors and executives participating in the project's network was implemented at Yugawara Town and Yokohama City, Kanagawa Prefecture. ９月２１日から２５日、当プロジェクトの運営協力機関である野毛坂グローカルによる招へいで、タイ国社会開発人間安全保障省の事務次官補や審議官など幹部８名が訪日視察を行いました。三重県四日市市の富洲原複合型サービスセンター、名古屋県名古屋市のなごや福祉用具プラザ、株式会社モリトー、豊明シルバー人材センター、藤田医科大学(豊明団地）、東京都江東区の東京有明医療大学などを訪問しました。 また、９月２５日から２９日にも、野毛坂グローカルが招へいをし、ASEAN社会福祉士研修センターの機能強化のための視察として、社会開発人間安全保障省国際部長、ASEAN課長らが、厚生労働省や国際協力機構（JICA）の他、横浜市社会福祉協議会（ウィリング横浜）や、当JICA草の根技術協力事業の運営機関でもある神奈川県湯河原町（JCHO湯河原病院）などを訪問しました。 いずれも有意義な訪問で、今後の交流と協力にもつながる実り多いものでした。ご協力頂いた方には大変感謝しております。 From September 21st to 25th, eight senior officials including Ms. Angkana Jaikitsuvan, Deputy Permanent Secretary, from the Thailand Ministry of Social Development and Human Security (MSDHS) visited in Japan invited by NOGEZAKA-GLOCAL. They visited Tomisuhara Small-scale multifunctional nursing center in Yokkaichi City, Mie Prefecture; Nagoya Welfare Equipment Plaza, Moritoh Co., Ltd., Toyoake Silver Human Resources Center, and Fujita Health University in Toyoake City, Aichi Prefecture; and Tokyo Ariake University of Medical and Health Sciences in Tokyo.
