【2025. 5. 23】国連人間居住計画 / ASEAN「マルチステークホルダー能力強化プログラム」にて当プロジェクトが発表されました！/ SMART & STRONG Project Presented at UN-Habitat / ASEAN Training "Multi-Stakeholder Capacity Building Program"
2025年5月22日～23日にかけて、国連人間居住計画（UN-Habitat） / ASEANによる持続可能な都市化に関するプロジェクト（Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II）の一環として、都市計画・まちづくりの関係者を対象とする研修「都市リーダーのための都市計画研修およびマルチステークホルダー能力強化プログラム」が実施されました。 そのうち、「多様な関係者を巻き込む能力強化」に焦点を当てた23日のプログラムの一部「パートナシップとファンディング」において、当SMART＆STONGプロジェクトの運営手法が事例として選ばれ、発表を行いました。 まず、ランサン・ブンイトー市長から、「サステイナビリティを見据えたタイ国内外のネットワーキングによるプロジェクト」と題し、当事業の形成経緯や、タイ39か所に広がった自治体、中央政府や研究機関とのネットワーク、周辺国との連携体制拡大を見据えたビジョン、各自治体予算で発現した取組を他自治体とも学び合い、修正を加えながら更に発展させていく手法が紹介されました。 続くパネルディスカッションでは、UN-Habitat バンコク事務所による司会のもと、UNDPタイ事務所の開発経済専門家やUrban-Act 専門家と共に、当事業のコアメンバーであるタマサート大学社会福祉学部のナタパット助教授が登壇しました。多機関連携や財政的な持続性の担保について、当事業から発現した好事例を共有する機会をいただきました。 From May 22 to 23, 2025, a seminar titled "Urban Planning for City Leaders Training and Multi-Stakeholder Capacity Building Programs" was implemented as a part of the UN-Habitat & ASEAN-led project, Accelerating the Implementation of the ASEAN Sustainable Urbanization Strategy Project - Phase II. 【2025. 3. 21】電車で外出：同行するのは市民ボランティア！ブンイトー市デイケアセンターの取組 / Excursion Trip by Train, with Citizen Volunteers! Initiative by Bueng Yitho Day Care Center
3月21日、ブンイトー市のデイケアセンターは、高齢の市民と「電車で外出」イベントを開催しました。 このイベントは、タイの自治体職員や医療介護専門職による訪日研修において、神奈川県湯河原町のデイケアセンターが電車での外出機会を作っているアイデアを聞いたことで、タイ側でも実現されました。 ブンイトー市のデイケアセンターならではの取組として、鉄道会社を巻き込むことで社会の認知度を高め、鉄道会社社員の教育の場 としても活用するなど、様々な工夫をしています。また、外出には市民ボランティアが同行し、高齢者とともに出かける時間を楽しみました。 On March 21, Bueng Yitho Day Care Center hosted an excursion trip by train, with senior participants. This event was planned with the idea of Yugawara Town's Day Care Center implementing train trips in Japan. Uniquely, as a Bueng Yitho day care center's initiative, they collaborated with the Railway Companies to raise social awareness and education opportunities for railway staff members. In addition, this excursion was accompanied by citizen volunteers through their active participation.
【2025. 2. 11】ブンイトー市において、口腔ケアに関する研修会を実施しました！/ Workshop on the Theme of Oral Care Implemented at Bueng Yitho Municipality
2月11日、パトムタニ県ブンイトー市において、「口腔ケア」の研修会が開催されました。同研修会は、神奈川県立保健福祉大学の久保田悠先生を講師に、ブンイトー市の歯科医や医師、自治体職員や保健ボランティアの参加のもと、実施されました。今後当プロジェクトでは、自治体ネットワークを通じた学び合いにより、口腔ケア活動も推進していく予定です。 On February 11, a workshop on the ‘Oral Care’ theme was held in Bueng Yitho Municipality, Pathum Thani Province. The workshop was conducted with a lecturer, Dr. Yu Kubota from Kanagawa University of Health Services, and dentists, doctors, local government officials, and health volunteers in Bueng Yitho Municipality participated in this workshop. SMART and STRONG project plans to promote the concepts and practices of oral care activities through mutual learning and joint development among local authorities.
【2024. 12. 20】ホアヒン市「市民による認知症ケア」研修を開催！/ "Dementia Care by Citizens" Training implemented by Hua Hin Municipality
12月19日と20日に、プラチュアップキリカン県ホアヒン市で「市民による認知症ケア」をテーマとした研修が実施されました。この研修は、日本の認知症サポーターやキャラバンメイト（認知症について専門知識を持つボランティア）の活動をヒントにしたもので、行政職員、地域ボランティア、中高生を対象としています。 On December 19 and 20, Hua Hin Municipality at Phrachuap Khirikhan Province implemented training with a theme of "dementia care by citizens." This training got hints from Japanese "dementia supporters" and "caravan mates (volunteers with professional knowledge of dementia)." This time, administrative officials, community volunteers, and middle/high school students in Hua Hin Municipality participated in the training opportunities. 行政職員・地域ボランティア向け研修 / Training for Administrative Officials & Community Volunteers 12月19日 / December 19th 初日には、ホワヒン市の行政職員や地域ボランティア（保健ボランティア、ケアギバーボランティア、高齢者介護ボランティアなど）約50名が参加しました。 この研修では、日本のキャラバンメイト研修に相当する内容を実施し、認知症への理解を深めるとともに、地域での支援活動の強化を図りました。 日本からの講師 石上晶子さんが「第三者評価」について講義し、ニューライフ湯河原の奥山ひろみさんと鈴木伸一さんが、日本の認知症サポーターやキャラバンメイト、認知症カフェの事例をオンラインで紹介しました。また、タイ国内で先行して同様の取り組みを実施しているタップマー市からも、具体的な活動事例が共有されました。 On the first day, around 50 administrative officials and community volunteers (ex. health volunteers, caregivers) took the training, to deepen their understanding of the symptoms of dementia and enhance community-based support activities. 【2024. 12. 14】タイの自治体市長・幹部・医療福祉専門職による訪日研修を実施しました！/ Japan Visit by Thai Municipal Mayors, Executives, and Medical/ Social Welfare Professionals
12月9日から13日にかけて、タイの６自治体市長（ブンイトー市、ガラシン市、アランヤプラテート市、ターサイルアット市、カンタン市、カオプラガム市）、タマサート大学社会福祉学部ワンナラック准教授、そして自治体幹部、医師、看護師、薬剤師など医療福祉専門職による訪日研修が実施されました。神奈川県湯河原町を中心に、様々な高齢者ケアの現場や行政機関などを訪れ、日本の高齢者やケアワーカー、自治体職員らと意見交換をし、充実した学び合いの時間となりました。 From December 9 to 13, Mayors and Executives from 6 local authorities in Thailand (Bueng Yitho municipality, Kalasin municipality, Aranyaphrathet municipality, Thasai Loud municipality, Kantang municipality, Khao Phrangam municipality), Asso. Prof. Wannalak from Thammasat University Faculty of Social Administration, and medical/welfare professionals (Medical doctors, nurses, pharmacists) visited Japan. 【2024. 10. 9】マレーシア・セランゴール州議員・幹部、大学教員による地域コミュニティ高齢者ケア活動の訪日視察 / Japan Visit on Community-based Elderly Care Activities from Malaysia
マレーシア・セランゴール州のジャマリア・ジャマリディン（Ms. Jamaliah Binti Jamaluddin）議員を団長として、州幹部や、マレーシア国際イスラム大学教員など、計7名の訪問団が横浜市での訪日視察を行いました。 横浜の認知症特化型ディサービスセンター「六角橋ひだまり」や、横浜市西区の地域コミュニティ活動にて、今回の視察を受け入れていただきました。 今後、タイ、マレーシア、日本のネットワークによる学び合いの進展が望まれています。 Led by Ms. Jamaliah Binti Jamaluddin, a member of Selangor State Legislative Assemblies, seven persons from Malaysia including state executive officials and faculty members of the International Islamic University Malaysia made a visit to Yokohama, Japan. The group visited Rokkakubashi Hidamari, a day service center for dementia care, and local residential community activities at Yokohama's Nishi Ward. It is hoped that mutual learning through the networks among Thailand, Malaysia, and Japan will be expanded and foster each site's unique initiatives and sustainable development in community-based eldely care.

【2024. 2. 12】ブンイトー市は「認知症サポーター養成講座」を中学生対象に実施しました！/ Bueng Yitho Municipality held the "Dementia Supporter Training Course" for Local Secondary School Students
2024年2月12日、パトムタニ県ブンイトー市は「認知症サポーター養成講座」を実施しました。前回の養成講座は地域の高校生を対象に実施されましたが、今回の講座の対象者は地域の中学生でした。生徒の皆さんは、ランサン・ブンイトー市長や校長先生のスピーチ、そして講義内容を真剣な眼差しで聴きながら、認知症への理解を深め、地域の中での支え合い方を考えました。受講した生徒には、下記のような「認知症サポーター認定証」も授与しました。 今回の認知症サポーター養成講座では、日本における事例も紹介しました。講師はブンイト―市の医師や看護大学の先生、そして日本からオンラインで稲田秀樹氏に講義いただきました。稲田氏は、日本の鎌倉市で地域貢献デイサービス「ワーキングデイわかば」や認知症デイサービス「ケアサロンさくら」を運営されており、「かまくら認知症ネットワーク」や「神奈川オレンジネットワーク」の代表を務められるなど、日本の地域に根差した認知症ケアを実践されている方です。 ブンイトー市での第1回目の認知症サポーター養成講座の様子は、下記のニュース記事の通りです。 On 12 February 2024, Bueng Yitho Municipality, Pathum Thani Province, organized a "Dementia Supporter Training Course." 【2023. 12. 17】自治体職員・医療福祉専門職ら61名を対象に訪日研修を実施しました！/ Training in Japan, for 61 Thai Local Government Officials and Healthcare Professionals
2023年12月13日から12月17日にかけて、タイ内務省の職員、県・市町村の首長ら幹部、福祉/保健医療などに関係する行政官、医師・看護師・理学療法士・作業療法士、そしてタマサート大学社会福祉学部の教員ら、計61名が日本研修に参加しました。この研修は、タイ内務省、タマサート大学、NGO野毛坂グローカルの共催で実施されました。 12月14日は、奈良東病院が運営する高齢者入居施設・デイケアセンター・グループホームの見学、そして、奈良県天理市の市長表敬や、同じく天理市の認知症予防活動の見学が行われました。 翌日、12月15日には、フランスベッド株式会社による福祉機器ショールームの訪問を行いました。 （フランスベッド株式会社は、JICA民間連携事業を活用したタイでの福祉機器レンタル事業化に取り組んでいる会社です。当SMART & STRONGプロジェクトが活用しているJICA草の根技術協力事業と、フランスベッド株式会社によるJICA民間連携事業の、事業同士の連携を行っています。） 12月16日には、大阪公立大学を訪れ、法学研究科の永井史男教授による「日本の地方自治と地方分権」についての講義が行われました。日本の政治体制やその構造の国際比較、「福祉国家」政策下の医療や所得・雇用などの社会保障の普及から民営化・規制緩和・地方分権化といった行政改革の流れについて説明いただいた後、地方自治体の仕組みや市民社会との関係性、自治体連携などについて、課題も含めた詳細を講義いただきました。 タイの自治体幹部・職員らにも日々の業務に通じることが多くある内容であり、質疑応答の際には、鋭い質問が飛び交いました。 この訪問と講義の様子は、大阪公立大学のウェブサイト上でも紹介いただきました。記事はこちらからご覧いただけます。 最終日である12月17日には、アジア太平洋トレードセンター（ATC）エイジレスセンターを訪問し、様々な福祉機器の活用方法を実際に体験しながら学ぶ機会となりました。 From December 13 to 17, 2023, 61 visitors from Thailand in total participated in the Japan Training. 「JICA民間連携事業（フランスベッド）」と「草の根技術協力事業（湯河原町）」の連携による介護技術の研修会 / Training Session on Caregiving Skills through the Collaboration between "JICA Public-Private Partnership Program (FRANCE BED Co., Ltd." and "JICA Partnership Program (Yugawara Town)"
12月6日、JICA中小企業・SDGsビジネス支援事業を活用し、タイで福祉機器のレンタル事業化に取り組んでいるフランスベッド株式会社と連携し、介護技術の研修会を実施しました。 研修会は、当SMART & STRONGプロジェクトの自治体ネットワークに参加しているブンイトー市において、介護ボランティア（ケアギバー）20名を対象に行いました。日本の理学療法士の方に講師となっていただき、福祉用具の使い方や、介護をする側と受ける側の両方の負担が少なくなるような介護の仕方などを学ぶ機会となりました。介護ボランティアからは、多くの質問や技術の詳細についての確認がなされました。 アジア経済ニュースに掲載された紹介記事（閲覧には登録が必要です）↓ On December 6, a training session on caregiving skills was held in collaboration with FRANCE BED Co., Ltd., which is working on the commercialization of welfare equipment rental services in Thailand, utilizing the framework of the JICA Public-Private Partnership Program. 【2023. 11. 30】当プロジェクトに参加するタイの自治体幹部らの訪日研修（湯河原町・横浜市）を実施しました！/ SMART & STRONG Project invited the visit to Japan of executive members from local municipalities in Thailand
2023年11月27日から11月30日にかけて、神奈川県湯河原町および横浜市にて、当プロジェクのネットワークに参画するタイの自治体首長・幹部らの日本研修が行われました。 27日には湯河原町の 冨田幸宏町長を表敬訪問し、28日には湯河原町の高齢者福祉施設（ふらっと湯河原：デイケアセンター&小規模多機能型居宅施設、特別養護老人ホームシーサイド湯河原）の訪問を行いました。市長らは各々の財政に責任を持っている立場として、自治体の公共マネジメントの視点から、サービスの充実と行政による負担の折り合いについて関心を持たれていました。 その後横浜市に移動し、29日には、西区西戸部町の地域のコミュニティ食堂、見守り/防災活動、「子ども食堂はれのヒ、ケのヒ」を訪問しました。行政の金銭的補助はなくとも住民主体で実施する様々な活動に、タイの市長らにとても興味を持っていただきました。 また、JICA横浜センターを表敬した後、三菱UFJリサーチ&コンサルティングの岩名礼介氏、厚生労働省老健局長の嶺由衣子氏、さくらコミュニティケアサービスの稲田秀樹氏により、複雑な日本の社会保障について、仕組みの本質を分かりやすく講義していただきました。 参加いただいた自治体首長・幹部 From November 27 to 30, a Japan visit program for mayors and executives participating in the project's network was implemented at Yugawara Town and Yokohama City, Kanagawa Prefecture. 11月6日から11月10日まで、日本国際交流センター（JCIE）と東アジア・アセアン経済研究センター（ERIA）の招待で、SMART & STRONGプロジェクトから、ブンイトー市のティティナン医師が来日し、日本の高齢者ケアを学ぶスタディツアーに参加しました。 このスタディツアーへの招待は、野毛坂グローカルと神奈川県湯河原町、タイ ブンイトー市、タップマー市、タマサート大学の5団体が2021年度に共同受賞した「アジア健康長寿イノベーション賞（JCIEおよびERIA主催）」を基に行われました。 日本の高齢者福祉関係に携わる医療、福祉、コミュニティ関係機関への訪問や意見交換を実施し、ベトナム・シンガポール・中国で高齢化に取り組む団体の参加者と共に、日本の高齢者ケアの政策・制度や実践を学びました。 またこの機会を活用し、10日午後には東京都国立市を訪問しました。2023年8月に当プロジェクトに参画するタイの自治体を訪問いただき、現地でのセミナーを実施いただいたこともある、新田國夫医師のもとを訪れました。 From November 6 to 10, M.D. Thitinan Nakph from Bueng Yitho Municipality visited Japan from the SMART & STRONG Project, through the invitation of the Japan Center for International Exchange (JCIE) and the Economic Research Institute for ASEAN and East Asia (ERIA), and participated in a study tour about Eldercare in Japan. 【2023. 9. 29】タイ国政府機関幹部を招へいし、訪日視察を行いました！/ Thai Government Senior Officials' Visit to Japan
９月２１日から２５日、当プロジェクトの運営協力機関である野毛坂グローカルによる招へいで、タイ国社会開発人間安全保障省の事務次官補や審議官など幹部８名が訪日視察を行いました。三重県四日市市の富洲原複合型サービスセンター、名古屋県名古屋市のなごや福祉用具プラザ、株式会社モリトー、豊明シルバー人材センター、藤田医科大学(豊明団地）、東京都江東区の東京有明医療大学などを訪問しました。 また、９月２５日から２９日にも、野毛坂グローカルが招へいをし、ASEAN社会福祉士研修センターの機能強化のための視察として、社会開発人間安全保障省国際部長、ASEAN課長らが、厚生労働省や国際協力機構（JICA）の他、横浜市社会福祉協議会（ウィリング横浜）や、当JICA草の根技術協力事業の運営機関でもある神奈川県湯河原町（JCHO湯河原病院）などを訪問しました。 いずれも有意義な訪問で、今後の交流と協力にもつながる実り多いものでした。ご協力頂いた方には大変感謝しております。 From September 21st to 25th, eight senior officials including Ms. Angkana Jaikitsuvan, Deputy Permanent Secretary, from the Thailand Ministry of Social Development and Human Security (MSDHS) visited in Japan invited by NOGEZAKA-GLOCAL. 【2023. 6. 13】タイではじめての「認知症サポーター養成講座」がブンイトー市で実施されました！/ The First "Training Courses for Dementia Supporters" in Thailand
「認知症」は、地域のなかで支えあうニーズが大きな症状です。日本では各地において「認知症サポーター養成講座」が行われ、これまで約150万人の認知症サポーターが認定されてきました。 タイでは多くのボランティアが地域のなかで活躍していますが、その多くは「準公務員」という立ち位置から業務として働いています。そのため、認知症に特化した、業務ではない「ゆるやかなボランティア」があまり存在しません。 今回は、業務として頑張ってボランティアするのではなく、ちょっとだけボランティアをする「認知症サポーター」を地域のなかに生み、根付かせていくために、タイで初となる「認知症サポーター養成講座」が、ブンイトー市において、ワットキケンケエート高校生を対象に行われました。 高校２年生５５名が参加し、下記の写真のような認知症サポーター認定証も発行されました。 Dementia is a condition that requires mutual support within the community.
