前日7月10日に行われた9自治体による活動報告会に次いで、

7月11日、新たに当プロジェクトの自治体ネットワークへ加盟する17自治体と共に、MOUの署名式とコミッティ（第２回マネジメント会議、第１回アドバイザリ会議、第1回評価モニタリング会議）が実施されました。

この日も Golden Sea Hua Hin Hotel を会場に、ホアヒン市の主催で執り行われ、会場・オンライン合わせて100名以上の参加がありました。

ホアヒン市長、ホアヒン郡長、そして在タイ日本国大使館 横田和也 一等書記官 にご挨拶いただいた後、一連の式典がはじまりました。

MOU署名式：タイの自治体ネットワーク 26ヶ所へ拡大

MOU署名式は、当プロジェクトの自治体ネットワークへ新たに加盟する17か所の市長・副市長・助役ら自治体幹部が参加（うちチェンライ県パーン市長がオンラインで参加）しました。

この署名をもって、タイの自治体により構成されるネットワークが正式に26ヶ所へ拡大したことになります。

各自治体の名前は、下記の画像や、本ウェブサイトの NETWORK ページからご確認いただけます。

署名には、当プロジェクトの開始以前からタイのなかで先行的な自治体主体の高齢者ケア活動を行ってきたパトムタニ県ブンイトー市と共に、新たに加盟する１７自治体が会場・オンラインで行いました。

また、ウィットネスとして、日本とタイから政府関係者や研究者をはじめとする様々な方をお迎えし、署名にご参加いただきました。ご所属・お名前は下記の通りです。

署名の後、記念撮影や記念品贈呈、ホアヒン市高齢者クラブによるダンス披露などが行われ、賑やかに署名式を終えました。

署名式の様子は、アジア経済ニュース（NNA）や、ホアヒンケーブルテレビ（YouTube上でも放映）にて紹介いただきました。

コミッティ：マネジメント会議、アドバイザリ会議、評価マネジメント会議

署名式の後、コミッティ（第二回マネジメント会議、第一回アドバイザリ会議、第一回評価マネジメント会議）が行われました。

ネットワーク参加自治体が9ヶ所から26ヶ所へ拡大したことについて、プロジェクト開始前に作成されたプロジェクトデザインマトリックス（PDM）と照らし合わせながら、順調な進捗と発展が認められると同時に、より多くの自治体と連携する難しさも出てくるだろうという意見も交わされ、今後重要になっていくであろうプロジェクトマネジメント方法や事務局機能などについて話し合われました。

各自治体においては、「やらされる」のではなく「自らやる」マインドセット（オーナーシップ・イニシアティブ・コラボレーション）として、

• 自らの自治体をよくするために、他から学ぼうとする意志があること
• 他自治体からの学びを自らの実情に合わせて取り込む意志があること
• 実施したことを他自治体へ共有する意志があること　　　　　　　

という３つの条件が、プロジェクト成功の鍵となるだろうという認識が、新たに加盟した17自治体を含めて共有されました。

また、当プロジェクトが「コミュニティベース統合型高齢者ケア」の普及により碑益することを目指す当事者（高齢者やその家族を中心に、地域住民）の視点から成果を評価していくことも重要だと話し合われました。

7月12日のホアヒン市 現場見学

7月10日・11日の活動報告会、MOU署名式、コミッティに次いで、7月12日には任意参加でホアヒン市の高齢者ケアに係る現場見学が行われました。

日本からの参加者、そしてタイの自治体からの参加者が、現場へ足を運んで実際の高齢者ケアの様子を見聞きしたり、意見を交わしたりしました。

赤十字が運営するデイケアセンター

赤十字が運営する病院の隣にあるデイケアセンターを訪問し、看護師や理学療法士による当該センターの説明の後、高齢の利用者の方約10名が机を囲んで談話したりジェンガをしたりする様子を見学させていただきました。

タイ国内に赤十字が運営する病院などの拠点は14ヶ所あり、そのうちデイケアセンターは４ヶ所（うち２ケ所がバンコク都、1ヶ所がウドンタニ県、もう１ケ所がプラチュアップキリカン県ホアヒン市に）あるそうです。

ホアヒン市が運営するヘルスセンター

見学したホアヒン市立のヘルスセンターは、もともと国立だったものが市の運営へ委託されたそうです。ホアヒン市には他にもう１ケ所、最初から市が開設したヘルスセンターがあるということでした。

ホアヒン市の全体的な医療保健・福祉状況や高齢化・高齢者ケア状況についてお話を聞いた後、実際にヘルスセンターのなかを見学させていただきました。医療保健・福祉サービスにおいて、「クラスター」と呼ばれる分野横断的・統合的な取り組みが行われていました。

Following the previous day's "1-Year activity debriefing session" by nine municipalities held on July 10,

on July 11, the MOU signing ceremony and committees (the 2nd Management Meeting, the 1st Advisory Meeting, and the 1st Evaluation and Monitoring Meeting) were held with 17 municipalities newly joining this project's network of Thai local authorities.

The ceremony was taken place at the Golden Sea Hua Hin Hotel, hosted by Hua Hin Municipality, and was attended by more than 100 people both on-site and online.

The ceremony began with greetings by the Mayor of Hua Hin Municipality and the Head Official of Hua Hin District, and a guest speech by Mr. Kazunari Yokota, First Secretary, Embassy of Japan in Thailand.

MOU Signing Ceremony: Network Expansion to 26 Municipalities in Thailand

The MOU signing ceremony was attended by senior municipality officials, including mayors, deputy mayors, and assistant directors from 17 new member municipalities of the project's network (including the mayor of Phan, Chiang Rai Province, who participated online).

With this signing, the network of Thai municipalities has officially expanded to 26 areas.

The signatures were signed by 17 new member municipalities, and Bueng Yitho Municipality, Pathum Thani Province, which has been engaged in leading systems of elderly care in Thailand since before the start of this project.

After the signing, the ceremony ended with an excited atmosphere through the presentation of commemorative gifts and dance performances by senior clubs in Hua Hin City.

This ceremony was introduced in Japanese Media (NNA) and broadcast on Hua Hin Cable TV.

Committee: Management, Advisory, Evaluation, and Monitoring Meeting

Committee was held after the MOU Signing Ceremony.

Regarding the increase of the number of participating municipalities in the network from 9 to 26, and referring to the Project Design Matrix (PDM) of this project, participants shared the recognitions on steady progress and development of 1 year after the start of this project, while there were also comments on project management's difficulties in working with a larger number of municipalities.

In terms of each local municipality, the importance of mindset: "independent" rather than "passive" was shared among municipalities.

Three pillars below are considered important to achieve and lead the success of this project and each municipality's implementation:

• The willingness to learn from others in order to improve their own municipality.

• The willingness to incorporate learning from other municipalities in accordance with their own municipality's circumstances.

July 12 : Field Trip to Site of Elderly Care in Hua Hin City

After the activity debriefing session, MOU signing ceremony, and committee meetings on July 10 and 11, we had a field trip to visit the field (site of elderly care) in Hua Hin City on July 12.

Participants from Japan and Thai municipalities visited the Day Care center run by the Thai Red Cross Society & Health Center run by Hua Hin municipality to see and hear about the actual care for elderly persons and exchange opinions.
