smart-strong-proタイでは急速な高齢化が進んでいます。JICAでは、2007年より、高齢化社会への取り組みに関する様々な事業を行ってきましたが、2022年からは、神奈川県湯河原町らによる「自治体ネットワークによるコミュニティベース統合型高齢者ケアプロジェクト（SMART & STRONG プロジェクト）」を実施しています。このプロジェクトは、タイの社会保障制度が不十分ななかで、むしろそれを「強み」として、日本とタイの自治体をネットワークし学び合いをすることにより、インフォーマルな力を最大限に活用するタイ式「地域包括ケア」の取り組みの開発、普及を目指すものです。
2019年に2箇所からはじまり、2022年に9箇所、2023年8月にはネットワークがタイの26の自治体に広がりました。

また、この取り組みは、外務省開発協力白書、日経グローカル、週刊エコノミスト、国際開発ジャーナルなどでも取り上げられて注目をあびています。
今回、湯河原町職員や老人養護施設責任者、高齢者リハビリテーション専門家、介護予防専門家などが訪タイする機会を利用して、日本の高齢者福祉状況の概要とその比較によるタイの状況、プロジェクトの概要などをご説明いただきました。

Thailand has a rapidly ageing population, and since 2007, JICA has been implementing various projects related to tackling the ageing society, including the Community-based Integrated Elderly Care Project through Municipal Network (SMART & STRONG Project) led by the town of Yugawara in Kanagawa Prefecture and other organizations. This project aims to develop and disseminate a Thai-style 'community-based integrated care' approach that makes maximum use of informal community potentials by networking and learning from each other's local authorities's initiatives/practices in Japan and Thailand.
The network of Thai local authorities composed of two locations in 2019 at first, and expanded to nine locations in 2022 and 26 municipalities in August 2023.
Taking advantage of the opportunity of the visit to Thailand by Yugawara town officials, nursing home directors, elderly rehabilitation specialists, and care prevention specialists, recent updates of the SMART & STRONG project were explained to the participants of this study group session, including an overview of the welfare situation for the elderly in Japan, the situation in Thailand in comparison and an outline of the project.
