【2025. 1. 16】当プロジェクトが、神奈川県・WHO西太平洋地域事務局による共催セミナーで発表されました！/ SMART & STRONG Project Presented at a Seminar Organized by Kanagawa Prefecture & WHO Regional Office for Western Pacific

2025年1月16日、令和6年度神奈川県・WHO西太平洋地域事務局連携事業「神奈川県とアジア太平洋地域におけるエイジフレンドリーシティの取組発信 ～高齢者に優しいコミュニティ育成のための分野を超えた連携～」オンラインセミナーにて、当SMART & STRONGプロジェクトの取組が発表されました。

同日は、神奈川県の首藤健治副知事による開会挨拶にはじまり、「健康な高齢化」のためのWHOによる取組、神奈川県による「未病改善」や「エイジフレンドリーシティ」の取組、神奈川県内の各地域による取組、フィリピンにおける高齢化への取組が共有されました。プログラム内の１セッションにて、SMART & STRONGプロジェクトの概要・事例や、神奈川県湯河原町とタイの自治体（ブンイトー市含む）の取組が以下の通り紹介されました。

質疑応答では、国・地域背景の異なる多様な関係者と連携する際の困難や創意工夫、認知症カフェなどタイの各取り組みへ住民を巻き込む際の試行錯誤について、セミナー参加者から多くの質問をいただき、有意義な意見交換となりました。

ブンイトー市医師のティティナン・ナクプ先生による回答を、以下の通り紹介します。

多様な関係者と連携する際の課題

『 組織間、特に行政機関の間では、制度や法律に則って実施するため、柔軟な連携をしようと思っても、各団体の役割や責任に混乱が生まれる課題があります。また、国を跨いだ関係者との連携では、文化や信条、価値観の違いにより、活動においても双方を完全に理解した連携が難しい場合があります。』

多様な関係者と連携するための創意工夫

『 組織間の連携においては、公式の協力計画（例えばMOUのような合意書）を基に活動することで、共同プロジェクトに取り組む人材を配置し、定期的な関係者のミーティング機会を通じて様々な課題や制限について話し合うことができています。また、文化や信条、価値観の違いを認識し、リスペクトし合いながら活動しています。各地で行われている活動を学び合い、そこで得た知見や教訓を、関係者それぞれが軸足を置く地域の文脈や活動に即した形に適応・調整しながら取り組んでいます。 』

On January 16th, 2025, this SMART & STRONG Project was introduced at the Kanagawa Prefecture and WHO Regional Office for the Western Pacific (WPRO) Webinar "Fostering Age-friendly Environments: Cross-Secrotal Collaboration with an Entrepreneurial Lens."

The program was initiated by the remarks of Dr. Kenji Shuto, Vice Governor of Kanagawa Prefecture, and there were presentations about WHO's 'Healthy Ageing' approaches, Kanagawa Prefecture's 'Managing ME-BYO' & 'Age-Friendly Cities' initiatives, activities by local areas at Kanagawa, and Age-friendly initiatives in the Philippines. At one of the sessions of this program, the SMART & STRONG Project shared its overview, case, each unique initiative, and cross-border collaboration among Yugawara Town (Japan) & Thai local authorities (including Bueng Yitho Municipality).

During the Q&A session, seminar participants asked many questions, and the session was a fruitful exchange of ideas. 

The questions included the difficulties and ingenuity of working with diverse stakeholders from different national and regional backgrounds, and the trials and errors of involving residents' participation in various community-based care initiatives in Thailand, such as dementia cafes, etc.

Dr. Thitinan's comment below is one of the examples to answer a question from the Webinar's floor.

Challenges to have cross-sectoral collaboration on SMART & STRONG Project

1. Sometimes there are limitations due to regulations or laws within the organizations, especially in the government sector, which makes collaboration more complicated. Sometimes we have overlapping in policies which leading to confusion about roles and responsibilities in each organizations.

2. For working between international organizations, sometimes there are differences in the cultures, beliefs, or values of each country, making it difficult to fully collaborate on certain some activities.

Solutions for enhancing cross-sectoral collaboration on SMART & STRONG Project

1. Establish an official cooperation plan between organizations, such as creating Memoranda of Understanding (MOUs), issuing orders to assign relevant personnel to collaborate on joint projects, and holding team meetings periodically to address any limitations or challenges.

2. Acknowledge and respect the differences in culture, beliefs, and values in each area. The team learns and adapts through joint lessons learned and collaborates to adjust the context or activities to be suitable for each specific region or area.
